Position Overview:
The purpose of this evaluation is to determine the extent to which the Sustainable Buildings Initiative succeeds by incorporating greening concepts into the day-to-day processes and decision-making by which the Bureau of Administration‘s Office of Operations (A/OPR) conducts the business of the Department‘s domestic real property portfolio management.
Evaluation of the program would focus on how cost-effectively these sustainability concepts are integrated into A/OPR programs. The use of independent 3rd party certification (e.g., Green Globe or LEED certification) makes the determination of when these objectives are met fairly straightforward. Therefore, the primary focus of this evaluation is to examine the cost to achieve these certifications and to benchmark those costs against other Government Agencies/Departments and the private sector.
Period of Performance: No more than 6 months expected to take place between September 1, 2012 and March 31, 2013.
Qualifications:
- Masters degree
- 15 years of experience
- Recent experience in one or more of the following areas:
o Cost Modeling
o Budget Economist
o Process Efficiency Analyst
o Real Property sustainability certification programs (e.g. LEED, Green Globes) (required) - Experience in developing and justifying these cost models within both the Federal and Private sectors
- Experience completing evaluations for the Department of State preferred
- Security Clearance, required
