Position Overview

Under general direction, the Environmental Sustainability Manager/Deputy Building Official plans, organizes, oversees, coordinates and reviews the work of staff performing difficult and complex professional, technical and office support related to all programs and activities of the Environmental Sustainability Department; manages the implementation of the City’s Integrated Wastewater Management Program and Clean Water Program; produces and maintains records as required by the Building Official; provides professional assistance to the Environmental Sustainability Director, the City Council, and others in areas of expertise; oversees, reviews and performs a variety of studies and prepares and presents staff reports; acts as the City’s Deputy Building Official; and performs related work as required.

Responsibilities

Examples of Essential Job Functions: (Illustrative Only)

  • Assumes management responsibility for all services and activities of the Environmental Sustainability Division with major emphasis on plan check, building inspections, geology, grading, and environmental health, such as Onsite Wastewater Systems (OWTS) and clean water programs
  • Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Director
  • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures
  • Plans, directs, coordinates, and reviews the work plan for the Environmental Sustainability Department; meets with staff to identify and resolve problems; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures
  • Manages and participates in the development and administration of the division budget
  • Develops and implements policies and regulations relating to environmental and building code compliance, such as revisions to building, plumbing, mechanical and electrical codes
  • Serves as a liaison for the Environmental Sustainability Department with other City departments, divisions, and outside agencies; attends meetings as necessary; provides staff support to commissions, committees and task forces, such as the Wastewater Advisory Committee; negotiates and resolves significant and controversial issues
  • Provides highly complex staff assistance to the Environmental Sustainability Director; prepares and presents staff reports and other necessary correspondence 
  • Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures, as appropriate
  • Develops and reviews staff reports related to environmental and building safety activities and services; presents reports to the Planning Commission, City Council and other commissions, committees and boards; performs a variety of public relations and outreach work related to assigned activities
  • Participates on a variety of boards, commissions, committees, and task forces; attends and participates in professional groups and committees; stays abreast of new trends and innovations in the field of Environmental Sustainability and Building Safety
  • Confers with engineers, developers, architects, a variety of agencies and the general public in acquiring information regarding environmental and building code issues; confers with owners regarding design and construction
  • Receives, investigates, and responds to problems and complaints from citizens in a professional manner; identifies and reports findings and takes necessary corrective action
  • Supervises on-site inspections of residential and commercial structures in Malibu to determine compliance with local and California building codes, approved plans and product manufacturer instructions; maintains and adjusts inspection schedules and daily routes as needed; routes inspection requests to each inspector for their daily calls
  • Conducts the most complex compliance inspections in all disciplines, including conventional and advanced OWTS; performs grading inspections and maintains grading files
  • Identifies site safety concerns and works with job site supervisors to correct any deficiencies
  • Writes “stop work” notices for work being done without permits or in an unsafe manner
  • Coordinates grading, Environmental Health, County Fire and Health Departments for their final releases
  • Reviews plans for site inspection and answers customers’ questions; performs plan checks for small residential and tenant improvement commercial projects
  • Attends pre-construction site meetings with engineers, architects, contractors and property owners
  • Obtains and reviews proprietary product information on building products
  • Provides customer service for all permits on the phone, at customer service counter and at the job site
  • Prepares and presents written and oral reports to the Planning Commission and the City Council on all aspects of building, housing, zoning and related code interpretations as assigned
  • Administers City’s Wastewater Management program
  • Performs other duties as assigned

Qualifications

Knowledge of:

  • Principles, practices and procedures related to environmental, building code and permit compliance
  • Geographic, socio-economic, political and other elements related to assigned functional areas
  • Operational characteristics, services and activities of assigned programs
  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs
  • Modern and complex principles and practices of program development and administration
  • Modern principles and practices, technical and legal issues, and research methods of construction projects, building code and permit compliance, and environmental management
  • General concepts of architecture, landscaping, grading, drainage, and engineering as they relate to the process of building inspection
  • Recent developments, current literature and sources of information related to assigned functional areas
  • Construction, electrical, plumbing, mechanical, framing and associated trades
  • Practices of researching related legal and technical issues, evaluating alternatives, making sound recommendations and preparing and presenting effective staff reports
  • Modern office methods, practices, procedures and equipment, including computer hardware and software, including Microsoft Office, Project, City permitting software, and basic GIS concepts and applications
  • Principles of contract administration and general principles of risk management related to the functions of the assigned area
  • Principles and practices of budget preparation and administration
  • Principles and practices of employee supervision, including work planning, assignment, review and evaluation and the training of staff in work procedures
  • Applicable federal, state, and local laws, codes and regulations
  • Techniques for effectively representing the City in contacts with governmental agencies, community groups, various business, professional, educational and regulatory organizations and with property owners, developers, contractors and the public

Education and Experience:

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to graduation from an accredited four-year college or university with major coursework in building trades, construction management, community development, business or public administration or a related field and five (5) years of responsible professional experience in building trade and field inspection, including supervision.
  • Additional experience as outlined above may be substituted for the required experience on a year-for-year basis, up to a maximum of two years.

Compensation

  • Rate of Pay: $120,780.00 - $157,588.00
