Description
Background:
This position prepares environmental site and environmental impact assessments
of properties within the city of Milwaukee in support of economic development
and in consideration of public health hazard and risk analysis. Provides technical
guidance on a broad range of environmental and public health issues to various
departments and represents the City (Health and Department of City
Development) as a member of assigned workgroups, task forces or committees
at local, state and regional levels.
Duties:
Specifically, the individual in the Environmental Scientist position will:
- Coordinate environmental site assessments and land use studies.
- Prepare or contract for Phase 1 environmental audits and historic land use
research. - Evaluate consultant proposals for Phase 2 investigations and evaluate
results including analyzing remediation options and cost estimates. - Provide investigation, consultation and expert testimony for other City
agencies and recommend strategies to minimize/limit adverse impact on
public health during investigative and remedial activities. - Identify and report need for emergency clean-up and response action on
properties posing imminent threat to public health. - Assist in the development of appropriate risk communication content for
Health Department with regard to properties found to present risk to the
community through direct or indirect routes of exposure. - Manage tax foreclosure deferral process for environmentally impacted
property. - Perform historic land use research on selected tax delinquent property,
coordinate field evaluations with emphasis on public health impact and
make foreclosure recommendations. - Update and maintain a database of property on which the city will not
foreclose due to adverse conditions with delineation of public health
hazard and risk assessment. - Prepare grant applications including those for brownfields and implement
and manage related investigation and clean-up activities. - Perform contract administration and cost/data management activities.
- Solicit proposals for professional engineering and other services related to
site assessment and remediation work. - Make recommendations for hiring consultants and perform field
inspections as may be required to effectively administer professional
service contracts. - Update and maintain a database of environmental project status tracking,
cost and benefits. - Provide oversight and direction in the preparation of environmental impact
assessments and planning reviews when required for state and federally
funded program activities. - Participate in assigned local, state and regional workgroups, committees
and task forces.
Minimum Qualifications:
- Bachelor's Degree in hydrogeology, chemistry, engineering or
environmental sciences from an accredited institution. - At least five years of experience in brownfields and/or commercial real
estate redevelopment including environmental audits or assessments. - Demonstrated project management/leadership experience.
- Certification as a Hazardous Materials Manager (CHMM) by the Institute
of Hazardous Materials Management within one year of appointment. - Valid State of Wisconsin Driver's license and use of properly insured
personal vehicle on the job at the time of and throughout employment. - Residency within six months of appointment and throughout employment.
Knowledge, Skills and Abilities
- Working knowledge of federal, state, and local environmental and public
health laws and strong understanding of industry best practice pollution
control and remediation technology. - Demonstrated ability to interpret and evaluate technical reports, assess risk
and make sound recommendations. - Excellent communication and presentation skills.
- Ability to effectively mediate, negotiate, and facilitate the work of
multidisciplinary teams.
Preferred Requirements:
- Master's Degree in any of the aforementioned disciplines is highly
desirable. - Professional engineer certification or advanced training in relevant fields is
desirable.
2002 Salary Range (010) is $56,651 TO $79,313 annually with excellent fringe benefits.
Selection Process:
The selection process will be job related and will consist of one or more of the
following: training and experience evaluation; written, oral or performance tests;
or other assessment methods. The Department of Employee Relations reserves
the right to call only the most qualified candidates to oral and performance
examinations. Oral examinations may include written exercises. Selection process
component weights will be determined by further analysis of the job.
The examination will be held as soon as practical after November 15, 2002.
