Job Overview:

The ERS Assistant Branch Chief supports the Branch Chief with the development and implementation of the Branch work program.

Responsibilities:

  • Assist with the development of Branch direction   
  • Assist with setting Branch priorities   
  • Assist with the development of Branch processes   
  • Assist with determining Branch resource needs including, but not limited to, work program development   
  • Assist with development and oversight of Branch performance measures in the ERS work program   
  • Audit, assist, and oversee ERS Branch work program software entries by others   
  • Responsible for administration/management of ERS Local Assistance Program, including development and implementation of "exempt" and "delegation" memoranda of understanding (MOUs). This includes various training, technical assistance, and auditing responsibilities associated with MOU management.   
  • Oversee and participate in the review of "project applications," as defined in the TRPA Code of Ordinances   
  • Coordinate with other Project/Program Managers   
  • Coordinate with the ERS Branch Chief and Pool Managers to resolve staffing resource issues   
  • Coordinate with the ERS Branch Chief and Pool Managers to address human resources issues relating to performance, evaluations, timesheet and attendance issues   
  • Assist with assignment of project applications to planners   
  • Serve as Project Manager for ERS permit compliance functions   
  • Serve as mentor and provide on-going training and support to ERS Branch planners   
  • Conduct the annual "Below the IPES Line" drawing   
  • Responsible for tracking all residential, commercial, tourist accommodation, and PAOT (Persons at One Time) allocations   
  • Responsible for coordinating and making recommendations to the TRPA   
  • Performance Review Committee (PRC), Advisory Planning Commission (APC) and Governing Board (GB)   
  • May be requested to assist with other tasks

Knowledge and Skills:

  • Ability to think critically creatively and holistically   
  • Ability to work effectively with staff stakeholders and members of the public

  • Microsoft suite of office software (Word, Excel, etc.)

Desired Qualifications:

  • Professional Certification (AICP or related)   
  • Experience with Primavera work program software

Analysis:

Gathering and interprets data dealing with complex problems and situations. Require some mathematical analysis.

Decision Making:

Makes or suggests non-routine decisions on a regular basis dealing with highly complex technical and/or controversial issues that impact many programs and agencies. Has responsibility for establishing project or program practices, procedures and policy with leadership and Executive Director approval.

Management:

Requires management of large project team including strategic planning and budgeting of team. May have several senior level staff as direct reports on the team.

Communication Level:

Requires the ability to influence and motivate via verbal and/or written communication. Makes presentations at large or influential public forums on highly controversial issues. Presentations may involve creation of solutions with negotiations.

Working Condition / Physical Effort:

  1. Office environment.   
  2. Bending, stooping, and lifting up to 40 pounds.   
  3. Using office equipment, keyboard.   
  4. May require some driving.

Agency Benefits:

Agency staff members receive 10 days paid vacation per year; 12 days of paid sick leave per year; 12 paid holidays per year; paid health, dental and vision insurance plan; and membership in Agency retirement plan.

Compensation:

Grade Level: 14 (Principal Planner)
Salary Range: $59,478 - $76,132
Hiring Range: $59,478 - $68,995
This is an exempt position.
