Overview

Three (3) Environmental Program Specialist 2 positions are available within the Department of Environmental Conservation’s (DEC) Division of Water (DOW) at Central Office in Albany, NY within the Bureau of Water Permits and Water Resource Management.

Responsibilities

  • Environmental Program Specialist 2 incumbents in DOW are program supervisors with responsibility for water resource focused program development and provide support functions in various water quality and quantity focus areas.
  • Incumbents will apply their knowledge of environmental science and environmental legislation, rules, and regulations to identify and develop solutions to environmental issues within DOW’s program areas.
  • As specialists in a particular water resource program area or subject matter, incumbents will provide technical advice, consultation and guidance on programs and issues to program staff, agency officials, consultants and members of the regulated community, special interest groups and the general public.

Minimum Qualifications

  • Reassignment - Currently in the title and an employee of DEC
    or
  • Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
    Or
  • Transfer Eligible: One year of permanent competitive service at Salary Grade 21 or higher and:
  • Eligible for transfer under Section 70.1: One year of permanent competitive service as a Climate Policy Analyst 2, Environmental Analyst 2, Environmental Radiation Specialist 2, Environmental Specialist 2, Forester 2, Public Participation Specialist 2, Public Participation Specialist 3, Sanitary Construction Inspector 3

Other Requirements:

  • Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
  • Travel may be required.
  • Overnight travel may be required.

Note: Telecommuting may be available, will be discussed at interview.

Compensation

  • Salary Range is from $86681 to $109650 Annually.
  • For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
