Position Overview
Provide environmental consulting support to the US Army Environmental Command on a variety of environmental cleanup programs including Installation Restoration (IRP), Compliance Cleanup (CC), and Military Munitions Response (MMRP). Review cleanup and regulatory closure strategies, review cleanup cost estimates, and support development of acquisition plans, with emphasis on performance-based acquisition. Duties of this position include:
- Refining and developing strategies for environmental cleanup efforts for Army installations;
- Developing guidance and briefing materials;
- Developing periodic status and progress reports utilizing Microsoft Access;
- Assisting USAEC staff to develop strategies for innovative streamlined contracting support;
- Providing assistance for implementing Brownfield-type cleanups;
- Providing comprehensive support to the USAEC for Resource Conservation and Recovery Action (RCRA) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) cleanup processes, as well as other environmental regulations.

Telecommuting from the Greater Metropolitan DC/Baltimore area will be considered for qualified candidates. Approximately 5% continental US travel is required.
Qualifications
- Must have familiarity with federal environmental programs.
- Must be a self-starter with demonstrated ability to function as a team and as an independent consultant providing proactive solutions for the client.
- Must have the availability to work flexible hours to support client needs.
- Must possess excellent written and oral communication skills and presentation skills.
- Must be well-versed in use of all major Microsoft Office products.
- Must possess Microsoft Access proficiency at the intermediate to advanced level to perform automated data manipulation, trending analysis, and report generation.
Desirables
- Knowledge of military cleanup programs or previous experience with military cleanup programs, knowledge of Army environmental databases (e.g., AEDB-R, AEDB-CC).
- Experience in government contracting from either an industry or government organization perspective.
- Experience with Earned Value Management (EVM).
- A security clearance is NOT required.
Education
- Must have a BS from an accredited college or university (commensurate experience or demonstrated ability may not be substituted) with at least 5-7 years of relevant work experience.
(Other education, commensurate experience and demonstrated ability of individual may be substituted.)
