Duties:
Provide professional level technical review, oversight,
and support on environmental/resource issues associated with implementation of FERC license and
settlement agreement (SA) for operation and maintenance (O&M) of Company's hydroelectric facilities on
the North Umpqua River (see web site for North Umpqua hydroelectric project.
Participate in a multi-disciplinary implementation team
with matrixed roles and responsibilities focused on on-site project coordination of O&M requirements and
obligations.
Work includes implementation of license/SA resource conditions; oversight of resource
activities; design and implementation of field assessments and monitoring programs; analysis of study and
monitoring results; and preparation and editing of reports.
Assist in development and implementation of
ISO 14001 EMS programs for compliance at the projects. Act as Staff EMS representative to the Umpqua
Project.
Provide professional advice and service to Hydro Resources for the project on technical,
compliance, and regulatory areas in such areas as NEPA, general permitting, Section 106, and SPCC.
Provide agency, tribal, and public liaison for environmental compliance issues for the project as assigned.
Interface with government agencies, Tribes, non-governmental organizations, and general public. These
assignments would include acting as representative to the Resource Coordination Committee (RCC), a
multi-agency oversight group of the SA. Specific duties would include meeting coordination, logistics,
minutes, and reporting. Negotiate terms and specifications with these groups that comply with Company
obligations, agreements, policies, and goals. Assist in preparing budget and developing plans
(operating/strategic/management) for assigned task of the project. Includes contract development and
administration.
Develop scope of work and supervise consultants and contractors to ensure obligations,
requirements, and compliance are met.
Qualifications:
Bachelor's degree (or equivalent experience) required in one of the following: recreation, cultural, or natural resource or environmental
engineering.
Additional background in any or all of the other areas is preferred with 3-5 years work
experience in hydroelectric/utility industry; hydro licensing, license implementation, or compliance;
resource management; or other related field. General knowledge of applicable laws and regulations.
Ability to work with multiple projects and a variety of issues. Interpersonal skills to work effectively in a
team environment are required. Demonstrated work experience with state and federal resource agencies,
Tribes, utility industry and general public. Excellent oral communication and technical writing/editing with
a high level of PC skills.
Demonstrated consulting skills, customer service, business acumen, negotiating
skills, and interpersonal communication.
