Portland Community College is the largest institution of higher learning in the state, serving more than 1,373,758 college-age residents in a five-county, 1,500-squaremile area in NW Oregon.

Position Overview: 

The Energy Resource Conservation Manager oversees efforts to reduce energy, water and waste consumption and improve the interior space ambient air quality at campus facilities located throughout the College District. The incumbent is responsible for temperature monitoring, preparation of design, specification and contract management of a campus energy management system.

Assists the Director with management of energy and sustainability projects; field adjustment, repair and change out of existing mechanical system controls; management of a campus energy management program; overall operation of the energy management system. Position is responsible for a preventive maintenance program relative to all facets of facilities.

Responsibilities:

  • Establishes effective standards and procedures for operation of the heating, air handling, electrical and mechanical control systems, and annual review procedures to ensure adherence to safety regulations and energy conservation policy. Monitors operation maintenance of all mechanical systems equipment, including distribution systems, furnaces, boilers, hot water tanks, ventilation and air handling equipment, motors, pumps, valves, compressors, air conditioners, steam traps and related environmental equipment to ensure safe and efficient operation.
  • Works in collaboration with the Sustainability Manager and calculates the district's carbon emissions and tracks carbon emissions on a trend basis. Develops and reports Green House Gas emissions and meets other regulatory reporting requirements. Develops current district water consumption data and compiles baseline information to reduce water consumption. Works with district committees to analyze recycle and refuse programs to increase recycling efforts and composting resulting in decreased waste tipping costs.
  • Conducts energy audits of district facilities with assistance of energy consultants to identify projects that will result in a ROI and short payback to reduce energy costs. Provides oversight of co-generation and investigates incorporating renewable energy technologies into other district operations. Participates in design and reconstruction of present energy consuming equipment, including mechanical, electrical, and centralized computerized control as required. Takes part in bond construction, LEED standards and energy efficiencies in newly constructed facilities.
  • Provides mechanical engineering oversight of retrofitting of controls in district facilities. Implements energy retrofit recommendations in conjunction with retrofitted building controls that will result in decreasing energy consumption and increased energy efficiency.
  • Assist with preparation of utility budgets by formulating utility use projections. Researches rebate programs from utility providers (natural gas, electric, water, sewer) to fund energy projects and renewable energy technology. Investigates use of ESCO agreements to fund retrofitting efforts. Investigates other funding sources such as grants and contracts to fund programs or projects and to find ways of growing revenue streams or reducing costs in electricity, natural gas, water and sewage charges. Works with the Oregon Energy Trust program to apply for and obtain external funding to complete facility project work related to energy savings.
  • Develops and monitors an effective preventive maintenance program. Oversees the development of a computerized software system that is flexible in design and adapts to other facilities systems. Manages effective preventive maintenance on HVAC, mechanical and electrical systems.
  • Performs monthly monitoring of data recorded including the status of operating capacities, service demands, fuel supplies, progress in a preventative maintenance program.
  • Plans and presents workshops on energy conservation programs to faculty, staff, and/or maintenance personnel and provides an annual report of progress.
  • Conducts cyclical energy audit walk through of each building to determine existence of sources of high energy using devices. Recommends effective methods to correct the situation or performs onsite repairs.
  • Maintains knowledge of existing vendors and vendor products; meets with sales staff and sales engineers to solicit most efficient and effective products needed.
  • Performs other related duties as assigned.

Qualifications: 

Minimum Qualifications:

  • Bachelor's degree in Mechanical or Electrical Engineering.
  • 4 years of mechanical and/or electrical engineering related to energy management. Work experience must demonstrate the ability to reduce energy costs through policy, programs and projects to avoid or reduce consumption and demand.

Knowledge of:

  • Advanced principles and practices in the area of resource conservation.
  • Power plant operations, including electrical electronic and pneumatic control equipment.
  • Centralized computer maintenance programs involving HVAC systems, database, spreadsheet and other software applications.
  • Statistical analysis and modeling techniques and supporting software.
  • Applicable Federal, State, and local laws, rules, regulations, codes and/or statutes.
  • Utilities, facilities maintenance and operations infrastructure.
  • Budget principles and practices.
  • Project management principles and practices.
  • Supervisory principles.
  • Strategic planning principles.

Demonstrated Skill in:

  • Working from building drawings, architectural plans, operational and maintenance manuals common to the trade.
  • Analyzing data and performance of boiler, heating units, air conditioning machines and other mechanical equipment.
  • Supervising students, volunteers and staff.
  • Interpreting and applying applicable laws, rules and regulations.
  • Coordinating complex, multi-disciplinary projects involving multiple locations.
  • Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and making recommendations in support of goals.
  • Coordinating activities with internal and/or external groups and agencies.
  • Assembling and interpreting statistical data applicable to design and evaluation of energy conservation.
  • Public speaking and presentation.
  • Monitoring legal and regulatory changes;
  • Developing, recommending, implementing and monitoring policies and procedures.
  • Communicating effectively through oral and written communication; using oral persuasion and written mediums allowing for open dialogue to occur.
  • Preparing a variety of reports relation to operational activities, including statistical analysis.
  • Utilizing computer technology used for communication, data gathering and reporting.
  • Working with diverse academic, cultural and ethnic backgrounds of community college students and staff.

Preferred Qualifications:

Ideal Candidate Profile:

  • Masters in Mechanical or Electrical Engineer and/or an MBA.
  • 5-10 years of Mechanical or Electrical Engineering Experience.
  • Proven experience in performance contracting and use of ESCO contracting.
  • 4 years of hands-on maintenance experience in facilities management.
  • Knowledge of Energy Management Systems (EMS) and Computerized Maintenance Management Systems.
  • Demonstrated experience and proof of energy savings programs with awards for innovation and energy avoidance programs and projects.
  • Community College or Higher Education Experience.
  • Ability to conduct and perform energy audits and assessments.
  • Grant management experience in developing applications, managing awards and completing projects for energy savings.
  • Current technical knowledge utilizing systems and software including Microsoft Suite, Auto Cad, BIM, and engineering software.
  • Current Professional Engineers Licensure.

Compensation: Starting Salary Range: $57,700 to $83,665 per year; Normally the starting salary for new employees will be at the entry salary for that level, unless approved for advanced salary placement.
