Position Overview

We are currently seeking experienced candidates for the position of Energy Program Manager to directly report to the Chief of Energy and Utilities, who will manage the daily requirements for the implementation of various systemwide energy efficiency programs and initiatives.
Activities will include project management, report writing, utility bill analysis, maintaining and operating the systemwide energy and utility database tracking and reporting system, preparing monthly financial reports for operations systemwide.
The incumbent will work with campus staff and assume lead roles in various teams and committees that are formed to facilitate and achieve energy efficiency and conservation goals.
The incumbent will support the Chief of Energy and Utilities with the development and implementation of new and existing energy efficiency goals, sustainability policies, operational practices and the development of strategic energy plans for the campuses.

Responsibilities
Under the general direction of the Chief of Energy and Utilities, the Energy Program Manager will:
- Manage daily requirements for the implementation of various systemwide energy efficiency programs and initiatives;
- Perform project management, report writing and utility bill analysis, in addition to maintaining/operating systemwide energy and utility database tracking and reporting system, and preparing monthly financial reports for operations systemwide; and
- Work with campus staff and assume lead role in various teams/committees that are formed to facilitate and achieve energy efficiency and conservation goals.
Qualifications
This position requires a Bachelor's degree and 5 years of experience demonstrating the technical, financial and project management skills necessary to perform the duties as described OR a minimum of 9 years of equivalent combination of education and experience.
- familiarity with the energy and utilities industry;
- knowledge of principles of public finance, governmental budget and accounting;
- general technical knowledge of energy systems such as lighting,
HVAC, EMS, TES and Cogeneration; - ability to research and analyze energy and utility data including tariff rate structures, and prepare summary reports;
- ability to monitor/reconcile complex project budgets with multiple fund sources;
- effective verbal/written communication skills;
- ability to develop and maintain effective working relationships both within the CSU system and with outside agencies and private firms;
- proficiency in MS Excel, Word, PowerPoint and Project;
- familiarity and/or ability to learn Oracle Primavera Project
Management version 6 or newer; - ability to travel to campuses within the CSU system.
- Working knowledge of database applications, query and report
generation, and basic programming preferred.
Compensation: Salary is commensurate with qualifications and experience. The CSU Chancellor's Office offers a premium benefit package that includes outstanding vacation, health, and dental plans; a fee waiver education program; membership in the California Public Employees Retirement System (PERS); and 14 paid holidays a year.
