Position Overview  

Under the direction of the Manager of Engineering Trades/Chief Engineer, the Energy Analyst will manage the daily requirements for the implementation of various energy efficiency programs and initiatives.

Activities will include project management, report writing, utility bill analysis, authorizing invoices for payment, securing energy rebate incentives, maintaining and operating the energy and utility database tracking and reporting system, and preparing monthly financial reports for plant operations.

The incumbent will work with staff and assume lead roles in various teams and committees that are formed to facilitate and achieve energy efficiency and conservation goals.

The incumbent will support the Manager of Engineering Trades/Chief Engineer with the development and implementation of new and existing energy efficiency goals, annual climate registry requirements, sustainability policies, plant operational practices, strategic energy plans for the campus. The incumbent may supervise plant operations staff as needed to fill in when Manager of Engineering Trades/Chief Engineer is unavailable. 

Responsibilities 

Efficiency Program & Project Management: 

  • Communicate both verbally and in writing with campus staff, Department of General Services (DGS), and other governmental agencies as required to administer various programs.
  • Provide Project Management on Energy projects working with design teams and contractors.
  • Work with PG&E, PG&E consultants, and the Chancellor's Office to procure energy incentives and rebates on energy projects.
  • Develop and maintain programs, monitor funds, and provide progress and financial status reports to CSU administrators and other governmental agencies as required.
  • Provide documentation and technical statements of work to the CSU contracts administrator for inclusion into energy project contracts.
  • Review invoices, and submit invoices for approval and payment.
  • Develop and maintain a computerized program as a management tool for monitoring energy projects by project type, cost, year funded, year completed, and source of funds. 

Utility Consumption Data Analysis Program & Climate Registry Reports: 

  • Retain data analysis by utility type, account and campus.
  • Analyze the utility data to provide recommendations for participation in incentive program opportunities such as the third party procurement of natural gas and electrical programs.
  • Provide energy data for annual report for Climate Registry to certify emissions as required.
  • Analyze utility tariffs and develop cost projections.
  • Plan and prepare computerized reports in compliance with the CSU Executive Order No. 987 as well as other energy programs.

Energy & Utility Management: 

  • Assist Manager of Engineering Trades/Chief Engineer with annual air quality reports.
  • Evaluate new equipment, procedures, and techniques to determine if the university can improve its conservation of energy and reduce its cost of consumption.
  • Supervise and coordinate the purchase of electricity and natural gas from retail suppliers eligible to provide such power to the university.
  • Supervise and coordinate the design and development of construction documents and specifications for energy conservation projects.
  • Provide monthly energy reports to the Chancellors Office.
  • Perform on-going quality control inspections of existing equipment against specified benchmarks to ensure that the projects save the money intended and continue to save such funds for the university.
  • Perform periodic inspections of existing mechanical equipment in order to identify possible energy conservation projects for future consideration.
  • Perform periodic inspections of construction of energy conservation projects to ensure compliance with the project's design and specifications.
  • Maintain the departmental records on energy consumption, costs and revenue.
  • Work closely with campus management staff to develop methods for automating the database to maximize productivity and implementation processes.
  • Provide oversight for the campus OSIsoft energy information system.
  • Collect reports, run checks, coordinate maintenance of database with OSI data-base system.
  • Assist clerical staff in the preparation and submission of monthly energy reports and financial documentation needed for debt service payments. 

Project/Program Funding & Administration: 

  • Generate financial reports supporting projects and demonstrating how money can be saved or costs avoided by implementing the proposed energy project.
  • Seek and evaluate feasibility of alternative financing for energy projects such as lease revenue bonds, ESCOs, Department of General Services (DGS), Department of Energy (DOE), and other federal and state funding programs.
  • Maintain computerized system for monitoring revenues and expenditures and administer funds that are the specific responsibility of the Energy Unit such as Special Project Fund-Energy Development.
  • Review invoices, provide chart string payment information, and submit invoices for approval and payment. 

Other Duties: 

  • May oversee the work of one staff member who provides initial review of incoming data and data entry to the database.
  • Supervision of plant operations staff as needed to fill in when Manager of Engineering Trades/Chief Engineer is unavailable.
  • Other duties as assigned.
  • Special Requirements Candidates may be required to pass a Department of Justice (DOJ)/Federal Bureau of Investigation (FBI) fingerprint clearance (referred to as Live Scan) prior to beginning employment.
  • Must possess a valid California Driver's License.
  • The selected candidate must pass a post-offer pre-employment physical examination.

Work Environment: 

  • Work is primarily performed in, on and around campus facilities including offices, labs, classrooms, etc. Hard Hat, Eye Protection and Steel toed shoes requirement during on-site management.
  • Work is perform both indoors and outdoors and may include loud noises, even and uneven walking surfaces, exposure to weather changes such as temperatures, humidity or precipitation. 
Physical Requirements:  
 
  • Incumbent/applicant will need to be able to perform the essential job functions (duties) of this position with or without reasonable accommodation.
  • Note: Will require on-site work during all seasons. Uneven ground, noisy, hazardous materials, works in groups or in isolation, flexible hours, ladder climbing. Incumbent must be able to move about on a construction site, outdoors without heating or cooling capabilities. Must be able to ascend and descent stairs, ladders, and unprotected surfaces in order to check on a building situation during construction.  

Qualifications

Extensive knowledge of:

  • Principles, practices, methods and materials of the construction of commercial buildings and facilities.
  • Principles and processes of contracting for the design and construction of complex commercial facilities.
  • Principles, processes and methods of construction project management.
  • Alternate contracting methods to design and construct commercial buildings and facilities.
  • Microsoft Excel, Word, PowerPoint, Access, MS Project and Primavera P6 with a working knowledge of database applications, query and report generation, and basic programming preferred. 

General Knowledge of: 

  • The principles of public finance, governmental budget and accounting.
  • Energy systems such as lighting, HVAC, EMS, TES, Cogeneration.
  • Energy and utility data, including tariff rate structures.
  • Administrative practices related to project development, implementation, and management.
  • Safety protocols.
  • State building, fire and safety, energy, public work and sanitary codes and regulations that affect the construction of commercial buildings.
  • Principles and practices of business management including contracting for services, resource allocation, production methods and coordination of people and resources.
  • Processes and methods of building site development.
  • Budgeting methods.
  • Basic Knowledge of:
  • Methods of technical report writing.
  • Sustainable building principles and techniques.

Education and/or Experience:   

  • Required Education and/or Experience Requirements include the equivalent to a Bachelor's degree from an accredited college or university in Business Management, Accounting, Computer Science, Environmental Technology or related field; AND 
  • A minimum of one year of successful work experience in the energy and/or utility industry.
  • Additional Requirements for this Position Throughout employment in this position incumbent must maintain a valid California Driver's License as well continued completion and compliance of the CSU Defensive Driver's Training course. 
Preference may be given to applicants with: 
 
  • Certified Energy Manager Certification
  • Registered Professional Engineer License  

Compensation: Salary range is $3,750.00 to $4,583.00 per month (salary placement is commensurate with education and experience). This position qualifies for benefits including tuition fee waiver (if eligible).
