Description

The Consortium for Energy Efficiency (CEE) develops and supports U.S. and Canadian initiatives to accelerate market adoption of advanced energy efficient products and services. CEE members include organizations that administer ratepayer funded energy efficiency programs (utilities, state agencies, etc.), environmental groups, research organizations, state energy offices in the United States and Canada, and others. Members serve more than one half of the U.S. and more than three-quarters of the Canadian populations, and budget more than $6 billion annually on efficiency programs.

By working together at CEE, efficiency program administrators leverage the effect of their funding dollars, exchange information on effective practices and, by doing so, achieve greater energy efficiency for the public good. 

Position Overview: 

The Consortium for Energy Efficiency is seeking an individual to provide leadership on energy efficiency program evaluation issues on behalf of its member organizations in the U.S. and Canada. CEE is a nonprofit organization devoted to accelerating market adoption of energy efficient products and services in the U.S. and Canada.

The individual to be chosen will work with CEE members, which are primarily administrators of ratepayer-funded energy efficiency programs, and other stakeholder organizations to identify issues of common concern and ways that members could work together to make progress towards resolving these issues.

They will lead the membership in shaping and implementing the resolutions identified. They will also represent the membership providing leadership on evaluation-related matters being pursued at the national level by organizations such as the State Energy Efficiency Action Network, the North American Energy Standards Board, FERC, and others. This individual may also provide evaluation and research guidance to CEE's Evaluation, Research and Behavior team, and is expected to contribute to other aspects of the team's work, as need arises.

Responsibilities:

The job responsibilities of the individual chosen will depend in part on the skills and expertise they bring to the position in relation to other team members. Job responsibilities may include:

  • Take a leading role on the CEE Evaluation Committee.
  • Provide input for setting strategic direction of CEE's support for members' energy efficiency program evaluation work.
  • Provide technical and strategic input on efforts by various stakeholders to standardize energy efficiency program evaluation at the national level.
  • Explore opportunities for CEE members to leverage resources by collaborating on research or evaluation efforts. Lead, or direct other staff in leading, such collaborations.
  • Provide leadership in expanding and centralizing CEE collection of data on energy efficiency program industry and efficiency programs.
  • Guide research and data analysis activities of CEE staff. Supervise research staff.
  • With support of the Evaluation Committee, develop educational materials related to energy efficiency program evaluation for a variety of audiences.
  • Keep abreast of industry program evaluation issues and developments and inform members of these developments.
  • Provide evaluation guidance to other CEE committees and staff as need arises.
  • Perform other duties as assigned.
  • Make presentations and represent CEE in public settings.

Qualifications:

  • A graduate degree in a related field that provides strong preparation for program evaluation and for collection, management, analysis and reporting of quantitative data. This could include economics, business, the social sciences, public health, public policy, environmental sciences, engineering, etc., or equivalent experience in a relevant field. (Studies in environmental or energy policy are helpful but not required. Equivalent professional work experience will be considered.)
  • A minimum of 5 years of related experience in a professional work environment. (Years of experience will be taken into consideration in determining the level of the position and job responsibilities.)
  • Demonstrated knowledge of and experience with energy efficiency program evaluation. Familiarity with current issues in the field. Demonstrated ability to speak and write cogently on the subject.
  • Demonstrated knowledge of research design, data collection, data quality assurance, quantitative data analysis, survey research design and data management principles and practices.
  • Proficiency with statistical concepts and statistical analysis. Demonstrated experience with quantitative data analysis using a statistical software package such as SPSS.
  • Excellent written and oral communication skills.
  • Demonstrated skills facilitating group work. Outgoing and personable.
  • Supervisory experience.
  • Excellent time management skills.
  • Willingness to travel (requires approximately one domestic trip per quarter).
