~ Hampshire Council of Governments (HCOG) is a Northampton, MA based organization with a variety of programs that serve Massachusetts towns, residents, and businesses. ~
Our subsidiary, Hampshire Power, is the engine that drives our organization. Hampshire Power is a licensed competitive electricity supplier serving over 90,000 meters statewide. The Hampshire Solar program sells net metering credits from local solar farms, and we broker SREC credits for almost 1000 solar generators in Massachusetts.
Position Overview
HCOG is seeking a high-energy individual to manage and help grow the operations of our multi-million dollar electricity and sustainability program. HCOG is looking for a proven leader to manage the existing program and help bring it to the next level. The ideal candidate is an entrepreneur at heart, possesses business management experience, excellent technology and communication skills, as well as experience in theenergy sector. A high skill level in Excel is a must.
The Director of Energy Operations and Innovations manages the Council's energy and sustainability programs, including Hampshire Power (aggregation and retail book supply), Hampshire Solar, and the Solar Renewable Energy Credit brokerage program. The Director is responsible for developing new programs to address needs in the areas of energy and sustainability.
This position reports to the Deputy Director of Operations.
Responsibilities
Essential Duties:
- Develops and maintains working relationships with personnel and officials in municipalities, regulatory agencies, electricity related organizations, the legislature, utilities, local businesses, non-profits, and green energy development vendors;
- Identifies and executes new client and revenue opportunities for all energy programs;
- Prepares Requests for Proposals (RFP) for competitive electricity supply and renewable energy projects;
- Researches funding sources for energy and sustainability services and grants;
- Oversees all energy programs, including Hampshire Power retail supply, Solar Renewable Energy Credit (SREC) Aggregation and Hampshire Solar Net Metering Brokerage;
- Designs and implements new programs, with an emphasis on growing client offerings in the areas of sustainability, energy efficiency, energy conservation, and renewable energy programs;
- Works with Deputy Director to prepare the annual energy department budget and review monthly income/expenses;
- Represents the HCOG as primary liaison to the state Department of Energy Resources (DOER);
- Responsible for generating new and managing ongoing marketing initiatives for all HCOG energy services;
- Manages the Sustainability Program Manager, with an emphasis on program enhancements, improvements, and revenue growth;
- Manages Energy Department operational staff and procedures;
- Responsible for identifying and implementing operational improvements for all energy services;
- May be required to travel out of town;
- May be required to work after hours; and
- May be required at times to expend physical efforts and to perform maintenance, housekeeping, and other ancillary duties necessary to the position which involve bending, climbing, kneeling, pushing, pulling and lifting and carrying of heavy objects, including but not limited to office books and supplies, computers, equipment, furnishings, files, books, trash receptacles, and water cooler bottles; and other projects and duties as assigned.
Qualifications
Required Education & Experience:
- Bachelor's Degree and 7 years of experience in business or public administration that included program planning and implementation and technical report writing; plus, two years of experience in sustainability, planning or a related field; OR
- Master's Degree in business administration or public administration and 5 years of experience that included program planning and implementation and technical report writing. Preference will be given to those candidates with regional or local government experience.
Required Knowledge, Ability & Skills:
- Broad knowledge of principles and practices of public dministration;
- Broad knowledge of the Massachusetts green energy markets;
- Broad knowledge of sustainability principles, practices and goals;
- Proficiency in using computer software;
- Ability to prepare and report financial analyses;
- Ability to analyze complex and technical data;
- Ability to remain focused on detail-oriented data and reports and work under time pressure to meet deadlines;
- Ability to work independently;
- Strong personnel and systems management skills;
- Ability to develop and maintain harmonious working relationships with staff, public officials, vendors, and general public;
- Strong public speaking skills and presenting skills;
- Strong written communication skills; and
- Ability to prepare business plan and financial models.
