The Collaborative Labeling and Appliance Standards Program (CLASP) is an international non-profit organization whose mission is to serve as the primary international voice and resource for energy efficiency standards and labeling worldwide. CLASP provides best practice technical advice on standards and labeling policies in order to achieve high energy and carbon reduction impacts.

CLASP organizes teams of local and international experts to provide technical support to governments and organizations working to develop energy efficiency standards and labeling (S&L) policies. CLASP has been selected by the ClimateWorks Foundation to be a Best Practice Network (BPN) for appliance, lighting, and equipment. As a result of this support, CLASP is expanding its staff in key countries as well as its global outreach on S&L. 

Position Overview:

CLASP seeks a committed, energetic, and experienced individual with substantial technical expertise to help guide its efforts. An innovative leader, the Director of Country Programs will serve as a key strategist, providing technical vision and organizational management. The Director will support CLASP's 5 country and regional initiatives, guiding their efforts to achieve large CO2 savings impacts through appliance energy efficiency policy and practice.

The Director will be an expert in the field of S&L, ensuring that CLASP's staff and consultants offer best practice technical advice on S&L, and that work on the ground meets the highest standards of technical excellence, and cultural and political relevance. The top candidate will a have a strong professional network and excellent interpersonal skills, with the desire to help lead CLASP's external outreach to key decision makers, regulators, and others.
      
Reporting to the Executive Director, the Director of Country Programs will serve as a leading resource to the global S&L field, leveraging deep technical expertise and professional networks to drive CLASP's objectives as well as those of regional funding and policy partners. A measure of success for the Director will be the extent to which he or she is able to facilitate collaboration with the Regional Climate Foundations and other organizations in the ClimateWorks Foundation network, as well as with other energy efficiency organizations. The Director of Country Programs will also have the opportunity to play a role in CLASP's fundraising activities with support from the Executive Director.

Responsibilities:

Includes the following and other duties as assigned:

  • Serve as the primary technical resource for the 5 Country Directors, overseeing all technical work products
  • Assure the quality and validity of recommendations produced by CLASP staff and contractors
  • Assist in regional planning and strategy development, across activities such as regional initiatives, research, and training
  • Maintain relationships with Country Directors and regularly visit each of the 4 satellite offices to coordinate and support program work and operations
  • Serve as a spokesperson for CLASP, participating in panels, symposia, and industry events as needed to foster CLASP's scope of influence
  • Help manage and maintain CLASP's relationships in the international community
  • Identify and assist in arranging opportunities for cross-regional education and stakeholder engagement
  • Assist with other program activities as needed, including meeting/event planning, publication release/dissemination, and network management
  • Work with the Executive Director to manage and cultivate staff and assist with fundraising activities

Qualifications:

The successful applicant will have the following minimum qualifications:

  • 10+ years of energy efficiency experience with significant experience as a technical expert or implementer of S&L
  • Strong existing relationships with international S&L experts and a track record of tapping into this network for the betterment of project outcomes
  • 7+ years of experience managing teams, staff and subcontractors
  • A Masters or PhD in engineering, energy economics or other scientific/technical field of relevance to energy efficiency
  • A personal orientation that emphasizes collaboration and teamwork ahead of getting credit, and high-quality, technically-based project design
  • A strong preference for working in a multi-cultural environment
  • A successful track-record of managing global networks and collaborative ventures
  • Ability to communicate clearly and consistently with a variety of technical and non-technical audiences, including colleagues, technical staff, project donors, and Board Members, both orally and in writing
  • Exceptional attention to detail and organizational skills; past experience guaranteeing validity and quality of quantitative work products
  • Fluency in English and at least 1 other language (Spanish or Chinese are particularly helpful)
  • Willingness to travel internationally with a high frequency (once a month internationally)

Compensation: The expected start date for this position is April or May 2010. The position will be located in Washington, D.C. though significant international travel will be required. CLASP offers an excellent benefits package and a competitive salary that is commensurate with experience.
