~ The mission of the Environment, Energy and Open Space Cabinet is to preserve and enhance the resources of our built and natural environment, to promote affordable, efficient, reliable and safe energy systems, and to provide clean, green, safe and accessible open space for residents and visitors. ~

The Cabinet oversees the Inspectional Services Department, the Environment Department, the Parks and Recreation Department, and oversees programs and policies on energy efficiency, green buildings, groundwater, park planning, recycling, renewable energy, and certain transportation issues.

Position Overview

The Director of Climate and Environmental Planning (CEP) leads the Environment Department's work in developing and implementing the City's climate action plan, developing and enforcing regulations in traditional environmental areas such as air pollution, noise, and wetlands protection and overseeing the review of development projects from a climate, environmental, and sustainability perspective.

The CEP Director is a leader in sustainability policy and programs for the City and in the engagement of other municipal offices as well as stakeholders in all segments of the Boston community in the development and implementation of those policies. The CEP Director is part of the management team of the Environment Department, works closely with other members of the management team, and has important administrative responsibilities.

Responsibilities

  • Leads development and implementation of climate policy and programs, including the triennial update of the climate action plan, oversight of greenhouse gas accounting and climate action reporting, and implementation of key actions.
  • Leads the development of climate preparedness plans, including the current Climate-Ready Boston initiative and its coordination with other municipal planning efforts, particularly Imagine Boston 2030.
  • Fulfills duties as Executive Director of the Air Pollution Control Commission, including enforcement of air pollution and noise regulations and administration of the city's parking freezes and the Building Energy Reporting and Disclosure Ordinance (BERDO).
  • Chairs the Interagency Green Building Committee, which oversees the compliance of new developments with the City's green building, sustainability, and climate policies.
  • Manages a professional staff of about five and overseeing contracts and grants.
  • Advises the Commissioner of the Environment and the Chief of Environment, Energy and Open Space on environmental and sustainability issues and participates in the management of the department.
  • Works with the Director of Energy Policy and Programs and the Director of Communications and Community Engagement on overlapping responsibilities.
  • Engages other municipal offices and external stakeholders on all areas of responsibility.
  • Participates in networks and initiatives, including the Boston Green Ribbon Commission, C40 Cities, and the New England Municipal Sustainability Network.
  • Performs related work as required.

Qualifications

  • At least five (5) to seven (7) years of fulltime, or equivalent part-time, experience with environmental, climate, and sustainability policy and programs, with at least two years of management experience in environmental policy implementation, required. Additional experience preferred.
  • Excellent analytical and communications skills.
  • Ability to exercise good judgment and focus on detail as required by the job.

Substitutions:

  • A master's degree in environmental Science, planning, engineering, law, or related field may be substituted for three (3) years of the required experience.
  • A bachelor's degree in the above listed fields may by substituted for two (2) years of the required experience.
  • Management experience may not be substituted.

Note: Boston Residency Required

Compensation: Salary range is $74,554 - 96,868. Benefits include medical insurance; vacation; and personal days.
