Description

The Idaho State Board of Land Commissioners seeks an experienced leader, who possesses strong leadership skills and will communicate a sense of vision to Department of Lands' employees while working toward established goals and objectives.

Responsibilities:

Leadership Responsibilities:

  • Communicate effectively with the State Board of Land Commissioners, Executive Staff, staff, beneficiaries and the public utilizing various techniques and methods to disseminate information including written, oral, and visual media skills.
  • Maintain excellent working relationships with the State Board of Land Commissioners by keeping them fully informed.
  • Exercise authorities outlined in the delegation of authority from the State Board of Land Commissioners.
  • Make recommendations to the State Board of Land Commissioners for changes to Board policies, administrative rules, statutes, programs, and operations of the Department.
  • Act as department spokesperson with the Legislature.
  • Lead Executive Team and key staff in infusing sound business principles and practices encompassing planning, organizing, leading and controlling within the overall management capacity of all IDL programs.
  • Able to positively lead and inspire others as well as oneself by building partnerships and relationships, understanding others' roles and perspectives and soliciting feedback.
  • Deliver formal and informal presentations, build consensus when appropriate, motivate and encourage others.
  • Bring simplicity, clarity, and meaning to the strategic direction of the agency and leverage everyday conversations among managers and employees, when the real work is getting done, to communicate, discuss, and reinforce what needs to be accomplished, how, and why.
  • Direct preparation of the department budget and allocates funds.
  • Approve organizational structures recommended by staff.
  • Set the tone and expectation for IDL programs.
  • Monitor program performance on a continuous basis.
    - Ensure the duties and responsibilities of State Forester are fulfilled.
  • Lead key staff in developing long-range strategic vision and plans for programs and program delivery as a part of continuous improvement.
  • Make IDL human resource decisions including hiring, compensation, and discipline consistent with all applicable human resource statutes, rules and regulations.

Trust Land Management Responsibilities:

  • Direct the strategic planning of endowment trust land operations, translating the Land Board's vision into action.
  • Ensure the effective management of endowment assets to meet fiduciary and constitutional mandates.
    - Lead key staff in executing and maintaining an over-arching asset management plan and individual business plans for each asset type to meet constitutional mandates.
    - Provide professional land management leadership to ensure endowment trust lands are managed to maximize long-term financial return to the beneficiary institutions on a sustainable basis.
    - Lead efforts to capitalize on developing business opportunities on endowment trust lands.
  • Educate the public, beneficiaries, and internal and external customers about endowment programs, goals and objectives.

Regulatory Responsibilities:

  • Provide an impartial administration of regulatory functions assigned to IDL consistent with the statutes and administrative rules. Regulations include:
    - Idaho Forest Practices Act establishing minimum standards for forest practices.
    - Dredge and Placer Mining Act governing mining within the beds of navigable waters.
    - Surface Mining Act establishing standards for reclamation of lands disturbed by surface mining operations, and the closure of cyanidation facilities.
    - Idaho Forestry Act governing fire suppression and hazard reduction operations.
    - Lake Protection Act governing the placement of encroachments over the beds of navigable waters.
  • Recommend changes to administrative rules governing regulatory functions.

Senior Adviser Responsibilities:

  • Collaborate with other senior executives to provide the State Board of Land Commissioners, and the department as a whole, with advice, direction, cross-program continuity, and unity of approach on all department programs.
  • Look across all department program and operational areas to provide comprehensive and coherent direction to staff and the department as a whole on issues facing any and all department programs and operations, department budgets and allocations, and legislation.
  • Advocate for and assist in long-range strategic planning, and develop outside connections that facilitate keeping abreast of, or ahead of, state, national and global trends and events that present threats or opportunities to the department.

Qualifications:

Minimum Qualifications:

  • An applicant must have significant senior executive level management experience which includes managing senior leaders, strategic thinking and planning, leading change, leading people and building coalitions; the ability to develop intergovernmental relationships through building strong relationships and credibility; and excellent communication and presentation skills to communicate and influence. Professional training and knowledge in natural resource management principles and practices.
  • In addition, an applicant must demonstrate professional experience and knowledge in business and public administration.
