~ Butler County Conservation District - An Environmentally Concerned Community at Work ~

Position Overview

The Butler County Conservation District Manager performs managerial functions associated with overall administration, planning and supervision of Conservation District programs, operations, staffing and activities.  The District Manager reports and is accountable directly to the Board of Directors.

Responsibilities

Program Management:

  • Administer Chapter 102 Erosion and Sedimentation Control (E&SPC) Regulations/Clean Streams Law, Chapter 105 General Permits Program, and the National Pollutant Discharge Elimination System (NPDES) Program per the Delegation Agreement with the Pennsylvania Department of Environmental Protection (DEP).
  • Maintain positive working relationships with all federal, state, and local agencies which have relevant natural resource management programs and / or oversight in Butler County.

Fiduciary Responsibilities:

  • Prepare the annual budget for approval of the Board of Directors.
  • Oversee the preparation of various forms, reports, audits, correspondence, requisitions, disbursements, mileage reimbursements, purchase orders, fee schedules, billing statements, grant applications, budgets and/or budget allocation requests.

Communication & Education:

  • Represent BCCD views, policies, and interests on related committees, boards, councils and to the public at large.
  • Oversee production of Annual Report.

Personnel Management:

  • Supervise District staff, evaluate staff performance, update job descriptions, participate in interview and selection process of new employees, and initiate personnel actions.
  • Oversee District program workloads, monitors status of work in progress, inspects completed work as required, and troubleshoots problem situations.

Qualifications

  • Bachelor’s Degree in administration/ management, natural resource management, environmental science or a related field and a minimum of 2 years of supervisory experience, or any equivalent combination of training and experience. 
  • A valid Pennsylvania driver’s license is required.
