Position Overview
MAPC seeks a Clean
Energy Manager to help achieve MAPC’s local and regional clean energy and
sustainability goals. This position will oversee all of MAPC’s
clean energy work, including local energy planning, regional energy
procurements, and local and state energy policy.
The Manager helps to integrate
clean energy practices into all aspects of MAPC’s planning work, as well as
develops partnerships with municipalities, community-based organizations, and policymakers,
to advance clean energy efforts throughout the Commonwealth.

Responsibilities
Examples of Duties:
- The Clean Energy Division Manager oversees all of MAPC's clean energy work, including local energy planning, regional energy procurements, and local and state energy policy.
- The Manager helps to integrate clean energy practices into all aspects of MAPC's planning work, as well as develops partnerships with municipalities, community-based organizations, policymakers, and other energy stakeholders to advance clean energy efforts throughout the Commonwealth.
Additional responsibilities include:
- Manage all aspects of regional energy procurements, including: developing project scopes, soliciting project participants, writing and issuing solicitations, organizing and guiding selection processes, and supporting municipal project execution;
- Oversee local energy planning activities including: meeting with municipal officials and project partners and overseeing scope development and project implementation;
- Supervise the development and scoping of new projects and programs;
- Supervise division staff, including two energy planners, one energy coordinator and one intern;
- Work with MAPC leadership to advance MAPC's MetroFuture goals related to clean energy;
- Manage division budget and pursue new funding sources; and
- Maintain communication and relationships with other MAPC managers, project partners and funders.
Typical Qualifications
- Master's degree in planning, public policy/administration, or engineering, with training in energy systems or related disciplines and a minimum of three years of professional experience working directly to promote clean energy development at the local and regional level in a public or private sector setting or relevant bachelor's degree and a minimum of five years of relevant professional experience;
- Expertise at the intersection of energy and local planning, particularly in the areas of energy efficiency and renewable energy technology and development;
- Demonstrated grant management experience, including ability to manage work plans, budgets, progress reporting, billing, subcontracts, and staffing, and to ensure compliance with grant requirements;
- Entrepreneurial work ethic, history of successful grant writing, strong organizational skills, attention to detail, and strong public presentation and writing abilities;
- Familiarity with federal and state-level energy, sustainability, and land use planning and policies;
- Familiarity with laws, rules, and regulations regarding energy procurement practices, the Green Communities Act, and other environmental and renewable energy federal, state and local regulations;
- Ability to analyze and supervise analysis of energy-related data;
- Familiarity with Massachusetts utility structure and the MassSave Program; and
- Ability to work with people in a range of settings, including diverse urban neighborhoods, developing suburban centers, and/or small or rural communities.
Compensation: This is a full-time position with an excellent state employee benefits package. Starting salary will range from $64,000 to $74,000 depending on qualifications and experience. This position is exempt under the guidelines of the federal Fair Labor Standards Act.
