The mission of the Institute for Market Transformation (IMT) is to promote energy efficiency, green building and environmental protection in the United States and abroad. The organization's activities include technical and market research, educational outreach, and the crafting of building codes and other policy and program initiatives. IMT works to strengthen linkages among property value, green building and energy performance.
Internationally, IMT is working under contract with the United Nations Development Programme to promote energy efficiency in the building sectors of Kazakhstan, Uzbekistan and the Kyrgyz Republic.
The term "market transformation" encompasses various strategies for the creation of permanent, self-sustaining success of energy-efficient technologies in the marketplace. In contrast with traditional energy efficiency programs, which have focused on piecemeal procurement and installation of efficient technology, market transformation offers a strategic approach to shift entire market sectors toward a more efficient product mix. Market transformation programs may focus on stimulation of consumer demand as well as supplier innovation. The goal of market transformation is to change standard business practices. In the United States and other nations, market transformation has a growing track record of successful synergy with energy codes and standards.

Position Overview:
The U.S. hub of the Global Buildings Performance Network is seeking a building codes compliance expert to perform research and analysis on best practices for building energy code development, compliance, and implementation.
The Global Buildings Performance Network is an emerging non-profit organization with affiliates in Europe, China, India and the U.S. that focus on the unique needs and conditions in these regions. The initiative is a Best Practices Network funded by the ClimateWorks Foundation. The emerging Network works to mitigate greenhouse gas emissions from the buildings sector by strengthening the connection between energy-efficient building design and operations through energy codes and labeling and disclosure policies.
Responsibilities:
- Conduct research and analysis to determine best practices for residential and commercial building code development, adoption, implementation, training, enforcement and compliance, including innovative practices, policies, incentives and technologies. Immediate research priorities include third-party enforcement, and code compliance of additions, renovations and alterations to existing buildings.
- Conduct and document interviews with code officials, architects, engineers, builders, trades people and other experts.
- Develop and test hypotheses related to best practices in enforcing codes and improving code compliance.
- Write and edit papers, reports and analyses related to best practices in enforcing codes and improving code compliance.
- Develop analytical models to estimate quantitatively the potential impact of policy recommendations.
- Coordinate outreach with partner organizations, including other affiliates of the GBPN, government entities, and other partners.
Qualifications:
- Undergraduate or graduate degree in engineering, architecture, science, economics, business, law, policy, or fields relevant to energy efficiency, construction, buildings or real estate
- Experience with public policy analysis and research
- Experience with building codes and ANSI standards as well as with the terminology of energy use and energy conservation in buildings, possibly including experience with developing, enforcing or complying with codes
- Strong analytical and problem-solving skills
- Strong writing and oral communication skills
- Self-directed and demonstrated ability to manage projects independently
- Strong organizational and time-management skills
