Position Overview

The Operations and Maintenance Division within the Department of Land Use and Transportation is supported by 102 full-time staff who are responsible for road and bridge maintenance, emergency response, public right-of-way and environmental stewardship. Under the general supervision of the Division Manager, the Senior Environmental Resource Specialist will be responsible for acting as the lead on environmental issues and providing oversight of environmental compliance with local, state, and federal regulations relative to minor road construction projects and maintenance of the County's transportation infrastructure.

Responsibilities

  • This position is a combination of field and office work providing oversight to the environmental activities of the division.
  • This includes, working closely with maintenance crews and contractors in the field to protect natural resources, environmental permitting of maintenance projects, storm water management, training of agency personnel, policy development, and development and implementation of environmental best management practices.
  • The position also provides environmental oversight on occasional urgent situations, such as landslides, streambank erosion, beaver dams impacting roadways, and hazardous material spills.

Qualifications

Education and Experience:

  • Bachelor of Science Degree in environmental or earth science, botany, horticulture, biology, environmental or civil engineering or related field ANDtwo (2) years of experience working in a related field.

OR

  • An Associate's Degree or equivalent in environmental or earth science, botany, horticulture, biology, environmental or civil engineering AND four (4) years of increasingly responsible experience working successfully with applying state and federal environmental policies, regulations, and programs.
  • The incumbent in this role must possess excellent written and verbal communication skills with an ability to communicate effectively with individuals of all levels. In addition, the person in this role will have the ability to read plan sets to identify permitting triggers, interpret environmental regulations and identify the potential impacts they will have to transportation projects.

Additional licenses, certificates, physical abilities, and specialty requirements:

  • Possession of, or the ability to obtain, a wetland delineation certification through the US Army Corps of Engineers or approved equivalent, within one year of hire.
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.
