Description

~ We are a community college district comprised of two accredited colleges, Spokane Community College (SCC) and Spokane Falls Community College (SFCC). ~

In addition to serving a large urban and suburban population in greater Spokane, the district provides educational services to rural communities throughout a 12,302 square-mile region in Eastern Washington. This region includes all of Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties, as well as portions of Lincoln County.

Both colleges of CCS are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges.

Position Overview

Under the direction of the District Director of Facilities, this position is responsible for the development, implementation and management of resource conservation programs for the Community Colleges of Spokane's on and off-campus facilities throughout the six counties that CCS serves. This currently includes 50 major buildings totaling over 1,800,000 square feet.

The Resource Conservation Manager will monitor and analyze energy resources used at each facility; develop and implement resource efficiency and reduction practices; provide education and training for facility occupants, maintenance, custodial and administrative staff; provide consult for LEED (Leadership in Energy and Environmental Design) standards for remodel and new construction; and promote and build upon a strong resource conservation and recycling ethic among CCS stakeholders.

Responsibilities

  • Develop, implement and manage resource conservation programs for CCS to include: increasing energy efficiency, reducing natural resource consumption, implementing solid waste stream reduction/management and recycling programs. *
  • Develop and maintain an energy/utility data base, perform trend/use analysis, and develop plans to maximize use efficiency; advise the Director and other administrators on the district's utility costs and consumption; report resource use at each facility. *
  • Review and monitor utility billings; correct charges or service types; investigate and recommend correction of any abnormal resource use; report apparent faulty systems to the appropriate campus Director of Maintenance and monitor completion of corrective actions. *
  • Conduct on-site resource surveys and assessments of facilities to identify efficiency measures and best practices. *
  • Audit and enter monthly utility and consumption data into a full-featured utility tracking database. Act as primary point of contact with utility company on energy conservation, grant/rebates and green power initiatives *
  • Document and analyze predicted cost savings for identified measures, and monitor performance through trending analysis.*
  • Collaborate with staff and managers to develop appropriate implementation strategies. Participate in the implementation of targeted building operation, maintenance, and equipment efficiency measures and upgrades.*
  • Identify and prioritize recommendations for practical and effective no-cost/low-cost energy and resource saving measures. Present recommendations facilities staff and administrative staff. *
  • Train building staff and occupants in conservation measures, as well as to increase awareness of the impact of behaviors on resource use and costs. *
  • Develop and implement recognition programs that encourage actions toward savings goals and provides rewards when goals are achieved. Promote RCM Program success stories and share energy savings ideas with staff. *
  • Promote environmental stewardship and accountability to create a strong conservation ethic among building occupants and organizational leaders.
  • Provide consultation on LEED standards for all building remodel projects and new construction to ensure maximum building energy efficiencies. *
  • Supervise (train, schedule, discipline, evaluate and respond to grievances) classified staff, part-time hourly employees, and volunteers. Interview and recommend to District Director of Facilities selection of candidates for department vacancies. *
  • Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. *
  • Vary work hours to monitor district facilities and interface with stakeholders. *
  • Support and advance the CCS strategic plan, and perform related duties as required. *

Qualifications

Required Competencies (Minimum Qualifications):

  • Bachelor's degree in facilities management, environmental science, engineering, business administration or a related field from an accredited institution.
    Or
    An equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Knowledge of building mechanical, electrical, HVAC and control systems and Washington State Energy code.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to work well in a team environment with a diverse group of stakeholders.
  • Skill in the use of computerized spreadsheets, databases, and word processing.
  • Ability to perform cost/benefit analyses and to interpret and analyze statistical information and trends.
  • Ability to work independently, with little supervision and to achieve measurable results.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals and objectives of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, community and technical college system.
  • Demonstrated commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.

Preferred Competencies (Desired Qualifications):

  • Previous utility management, resource analysis or any combination of experience and training which demonstrates the knowledge, skills and ability required to do the work.
  • Certification such as Certified Energy Master (CEM), Certified Sustainable Development Professional (CSDP), Certified Building Operator (BOC), Certified Business Energy Professional (BEP), or Certified Green Building Engineer (GBE). Certification as a Certified Energy Manager (CEM).
  • Leadership in Energy and Environmental Design (LEED) Certified.
  • Experience with energy/utility tracking software.
  • Experience in the HVAC field.

Physical Requirements:

  • Work is performed in a normal, temperature controlled office environment as well as outside environments.
  • Work is active in nature.
  • Move up to 25 lbs. frequently and up to 50 lbs. occasionally.
  • Frequent use of computer and exposure to terminal screens.
  • Visual focus and strain.
  • Work directly with students/clients.
  • Frequent repetitive hand/wrist motions and finger manipulation.
  • Frequent oral and auditory communication with others.

Conditions/Terms of Employment

  • *Total Compensation: $72,018 - $74,670. Total compensation is an estimate based upon base compensation, current employer-paid health and related benefit contribution rates and median retirement fund contributions. The actual total will vary depending upon each employee's enrollment choices.
  • An offer of employment will not carry with it any responsibility or obligation on the part of the District to sponsor an H1-B visa. Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States.
  • This is an absolute condition of employment. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment. 
  • Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.

This is a contracted, exempt management position. Medical, dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of one (1) day per month, effective upon employment.
