Position Overview

Wind Turbine Operations and Maintenance:

PGE is seeking candidates to fill the position of Supervisor, Wind Plant (R-19-0961) for the Biglow Wind Project in Wasco, Oregon. 

Operates, maintains and oversees replacement, installation and removal of wind power generation facilities equipment and structures; identifies, analyzes and implements predictive maintenance; maintains plant computer and control systems; and collects and analyzes operating data.

Responsibilities

Supervises Technician Staff:

  • Supervises team responsible for operating and performing preventive and corrective maintenance on wind power generation facilities and associated equipment;
  • Provides daily supervision of team, ensuring that all relevant standards/procedures are followed;
  • Plans and assigns work to crews.

Operations and Maintenance Activities:

  • Assists in managing the day-to-day operations of a utility-scale wind plant;
  • Responsible for ensuring maximum availability/reliability of turbines, asset optimization and plant profitability;
  • Monitoring and reporting on substation operations; supervising and participating in operations, maintenance and warranty activities, ensuring compliance with manufacturer’s requirements.

Compliance:

  • Ensures strict compliance with project environmental, health and safety requirements;
  • Ensures required regulatory and technical training is identified and completed.

Quality Assurance:

  • Functions as PGE QA/QC inspector while turbines are under Original Equipment Manufacturers (OEM) warranty, service and maintenance contracts.

Contracts and Oversight:

  • Participates in contract negotiations with subcontractors and other vendors;
  • Engages in effective contractor oversight to ensure safety, quality, schedule and budget are managed efficiently;
  • Administers long-term service agreements with OEMs and negotiates and resolves contract discrepancies.

Safety:

  • Continually promotes and enforces safety practices;
  • Holds employees accountable to work safely;
  • Participates in and promotes job/work package safety analysis, jobsite safety observations, audits, safety training, injury/event assessment and investigations.

Financial Management:

  • Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan.

Resourcing:

  • Implements resourcing decisions and planning for team;
  • Partners with HR in the definition of jobs, recruitment, evaluation and selection processes.

Professional Development:

  • Maintains knowledge of skill-development tools/resources;
  • Advises on required outcomes for learning or development from knowledge of available tools and organizational development needs;
  • Assists employees in creating development plans and monitors progress.

Qualifications

Education:

  • A 2-year degree or equivalent from an accredited school, other than correspondence or on-line, in a technical hard science (engineering, physics, power or closely related) required; bachelor’s degree preferred.

Experience:

  • Prefer 5 or more years in wind plant operations and wind turbine maintenance, power plant or substation operations and maintenance or a related field; prefer budgeting experience.

Certifications, Licenses and Training:

  • Prefer training in leadership development and in emotional intelligence.

Competencies (Knowledge, Skills, Abilities):

  • Advanced knowledge of wind turbine construction, maintenance and operation;
  • Advanced knowledge of Industry compliance and standards such as OSHA, NERC, FERC, NEC, NESC, NFPA 70, etc.;
  • Advanced knowledge and experience with electronic testing equipment (i.e., voltage tester, amp clamp, oscilloscope, infrared camera, hydraulic torque and tension, alignment and other various hand and power tools);
  • Advanced knowledge of turbine equipment, including safety regulations;
  • Advanced knowledge of plant systems, operation and maintenance concepts;
  • Working knowledge of heavy equipment required for facility maintenance, including crane and rigging requirements;
  • Advanced ability to troubleshoot, diagnose and correct failed or faulty equipment;
  • Advanced ability to interpret schematics and drawings for electrical and hydraulic systems;
  • Advanced ability to troubleshoot and repair automated control systems, instrumentation and SCADA systems;
  • Working ability to think clearly and maintain composure during stressful or dangerous situations;
  • Advanced ability to interpret and provide clear and concise directions, procedures and instructions;
  • Working skills in data entry and use of MS Office applications to communicate and perform tasks;
  • Working skills in use of computer maintenance management systems.
