Position Overview

Reporting to the Regional Vice President, New England, the Senior Director-Regulatory & Policy Affairs, New England, will lead Brookfield Renewable’s regulatory and energy policy advocacy strategies within the New England region to determine how market rules, energy policies and political developments could impact the organization.

The Senior Director, will be responsible for working with the Director of Origination (New England) and Director of Trading (New England) in performing detailed market rules, energy policy and political analysis within the New England region and will play a key role in establishing and executing strategies implementing market rules and legislative changes to advance the interests of Brookfield Renewable’s diversified portfolio of renewable assets.

Responsibilities

  • Lead and execute Brookfield Renewable’s regulatory and energy policy advocacy strategies across the New England region;
  • Defend the value of our assets, and promote Brookfield Renewable’s interests as they relate to the evolution of market rules and energy policies within the New England region;
  • Assess how New England energy markets designs and state’s energy policies affect the organization’s commercial, development and operational activities;
  • Monitor, including assessment of potential outcomes and benefits/risks to the organization, of ISO New England stakeholder process activities and associated filings;
  • Lead the development of market designs and associated rules in ISO New England;
  • Monitor New England states and related federal legislative activities and filings, including assessment of potential outcomes and benefits/risks to the organization;
  • Advocate for policy changes aligned with long-term objectives in state capitols within the New England region. Federal advocacy may also be required;
  • Lead the development and implementation of policy positions and advocacy strategies in New England states;
  • Build and foster strong relationships with key stakeholders, including regulatory commissions, utility clients, state energy officials, ISOs, environmental groups, industry associations, and consumer advocates;
  • Work with various business units to contribute to and advocate proactive market and policy designs as well as execute corrective legislative and regulatory strategies;
  • Lead high-level meetings with key stakeholders, including local state and federal policy makers and executives, industry associations, and partners to promote and advocate Brookfield Renewable’s regulatory and energy policy strategies;
  • Leverage corporate membership opportunities in New England’s industry associations and policy organizations on behalf of Brookfield Renewable; and
  • Prepare and deliver external intervention and filings in legislative and regulatory processes in New England jurisdictions.

Qualifications

  • Demonstrated strategic thinker who is able to synthesize and translate complicated material;
  • Strong political acuity, as well as knowledge of power and environmental markets;
  • Experience working with legislators, regulators, stakeholders and industry advocacy groups;
  • Good knowledge of energy policy issues;
  • Good knowledge of ISO New England market rules;
  • Ability to resolve differences and build relationships;
  • Experience in project/case management and working on project teams;
  • Demonstrated skills in identifying and assessing business threats and opportunities;
  • Excellent verbal and written communication skills; an adept negotiator and advocate;
  • Highly self-motivated with the ability to work independently; and
  • Knowledge of energy regulations, litigation, contracts, and environmental policy.

Requirements:

  • Bachelor’s Degree in Engineering, Economics, Political Science or Business Administration. Candidates with an MBA or Masters are preferred;
  • Minimum 5 years of experience in deregulated energy markets managing regulatory and/or government affairs , preferably in the electric power industry, commodity trading/analysis, or via related experience such as consulting;
  • Direct experience working with the ISO New England, Federal Energy Regulatory Commission (FERC), New England states legislature, U.S. Department of Energy and related entities, or non-governmental entities engaged in renewable energy policy development;
  • Track record of cultivating high-level relationships with key elected officials and strong professional network of market operators, states and/or federal regulators;
  • Understanding of power market designs and energy policies related to renewable power generation operations and knowledge of the various market products in the wholesale marketplace;
  • Demonstrated experience with market designs and energy policy advocacy in the New England power markets is highly preferred, including a network of strong relationships in the power sector; and
  • Experience with stakeholder processes and/or demonstrated ability to project influence externally with market operators, government officials and policymakers.
