Position Overview

The Land and Rehabilitation (LRAM) Coordinator is responsible for planning and implementing a land management program for the training lands at Fort Irwin, CA as part of the Integrated Training Area Management (ITAM) Program. 

Work involves designing, costing, validating, managing, and monitoring projects related to the development, repair and maintenance of military maneuver land. Communicate with range operations, military, environmental, and ITAM personnel to identify training land rehabilitation/reconfiguration needs to ensure sustainable military training.

Responsibilities

  • Provide recommendations on the prioritization of potential LRAM projects to the ITAM Coordinator.
  • Plan and execute training land repairs involving erosion control measures, critical area stabilization, re-vegetation, dust control, maneuver trail maintenance and other associated conservation measures to improve training land condition and meet current/future training needs.
  • Develop detailed task descriptions, scopes, cost estimates, and resource requirements for each planned project.  
  • Set project performance goals and measure/evaluate the effectiveness of prescribed solutions.
  • Coordinate both in-house and contract project execution with Range Operations and the Environmental office.
  • Supervise in-house field crew and act as Technical Representative for contracted projects.
  • Conduct site surveys and project inspections; maintain a project file for each LRAM file to include site maps, task descriptions, contract documents, cost spreadsheets, maintenance records, photographic records, and evaluations of success.
  • Provide LRAM input to ITAM programmatic plans, work plans, and budgets. 
  • Prepare the LRAM Annual Report on all activities and results; provide a summary of LRAM activities for inclusion in the ITAM Annual Report.
  • Provide technical review, comments and input to various natural resource documents, research proposals, and installation plans. 
  • Assist in the preparation and presentation of educational materials to inform soldiers and civilians about how to sustain and improve Army training lands.  

Qualifications

  • Requires as a minimum a Master’s Degree in Environmental Sciences, Horticulture or related field combined with a minimum of 3 years relevant work experience, or a Bachelor’s Degree with a minimum of 5 years of relevant work experience.
  • Knowledgeable about native plants, revegetation practices, and erosion control practices.
  • Experience planning and implementing large scale rehabilitation or erosion control projects preferably in desert and/or military environments.

Must Have:

  • Valid US driver’s license and pass an MVR.
  • Ability to successfully pass NAC-I (National Agency Check with Inquiries) investigation.
  • Ability to use computers and familiarity with Microsoft Office products.
  • Ability to walk distances of up to 1 mile over rough terrain.
