Brazos Electric is a 3,732 megawatt generation and transmission cooperative whose members' service territory extends across 68 counties from the Texas Panhandle to Houston. Organized in 1941, Brazos Electric was the first cooperative formed in the Lone Star state for the purpose of generating and supplying electrical power. Today, it is the largest generation and transmission cooperative in Texas. Brazos Electric is the wholesale power supplier for its 16 member-owner distribution cooperatives and one municipal system.

Owned by its member cooperatives, the Brazos Electric board of directors is comprised of one representative from each of these 16 members.

Position Overview

Responsible for the supervision and preparation of environmental and regulatory reports, applications and permits necessary in conjunction with the construction and operation of transmission lines and transmission related facilities of Brazos Electric.

Responsibilities

  • Responsible for the preparation of environmental reports and documents as required for transmission and transmission related (substation, communication) facilities.
  • Follows Rural Utilities Services, Federal and State agency requirements as related to Transmission Division projects.
  • Assembles and translates information, data and material into necessary reports. Maintains communication with Federal, State, County and local governmental agencies concerning environmental documents and permits.
  • Assists with the selection, development and monitoring of contracts with environmental consultants to include participation in environmental and routing studies.
  • Assists in the monitoring of various governmental regulations in areas of responsibility and keeps management informed of changes affecting operations of the transmission system.
  • Supervises consultants in the selection of proposed transmission line routes, substation sites and the preparation of Transmission Line Routing Studies for CCN applications.
  • Responsible for the setup, handling and operation of civic leaders and public meetings required in support of Transmission Line CCN Applications and to analyze and incorporate the information received at the meetings.
  • Provides expert testimony in CCN cases and supports/sponsors the entire CCN application and exhibits.
  • Maintains good working relations with Consultants, Contractors, Vendors, Local, State and Federal officials, attorneys and member cooperative personnel.
  • Performs project responsibilities according to schedules established for the Division.
  • Assists in the preparation, monitoring and control of environmental and regulatory schedule input. Assists with the maintaining of an oil and gas database and associated reports.
  • Responsible for storm water permits, inspections, and closeouts on new construction and transmission line rebuilds as assigned.
  • Assists in the preparation and monitoring of FCC license applications in conjunction with the Communication Department.
  • Assist in the ongoing development of the company-wide mapping and GIS system, to include the production of maps for others and as required for governmental reports and CCN applications.
  • Performs other duties as required.

Qualifications

Knowledge, Skills & Abilities: 

  • Knowledge of USDA/RUS Environmental Procedures Manual 7 CFR Part 1970 for substation, transmission lines, generation plant and pipeline construction compliance.
  • Knowledge of TCEQ/STEERS Storm Water Pollution Prevention Plan Procedures.
  • Knowledge of Federal Communication Compliance procedures for the environmental compliance of erecting communication towers.
  • Knowledge of engineering design relating to electric transmission lines, electric substations, generation plants, pipelines, and land surveying.
  • Ability to use ESRI/GIS system and Micro Station (CADD) software to aid in performance of duties.
  • Knowledge of the history of electric cooperatives and state environmental compliance codes.
  • Knowledge of The Public Utility Commission of Texas, Certificate of Convenience and Necessity compliance process.
  • Build mutually beneficial relations with Federal and State agencies and with member cooperative personnel.
  • Strong organizational and communication skills.
  • Adapt to rapidly changing circumstances, to make decisions accordingly, and thrive in an environment of continuous change and ambiguity.

Education & Experience Requirements: 

  • Bachelor of Science Degree in Business, Environmental Studies or equivalent regulatory and environmental related experience.
  • Requires five (5) years of experience in environmental and regulatory processes.

Physical and Environmental Requirements: 

  • Requires working inside a controlled environmental and outside in varying weather conditions.
  • Requires sitting for an extended period of time. A large percentage of this time may be riding in a motor vehicle.
  • Must be able to obtain and retain a valid driver’s license.
  • Requires working overtime and traveling at times on short notice.
  • Requires hearing within normal range, hearing aides are permitted.
  • Requires vision within normal range, corrective lenses are permitted.
