Responsibilities

The Environmental and Energy Policy Analysis and Strategy Director position is responsible for:

• Providing leadership and direction in the development of environmental and energy policy for Duke Energy particularly in his/her area of expertise such as Air, Water, Waste, Climate Change, Natural Resources, Renewables, Energy Storage, Grid Modernization, Demand Response and/or Energy Efficiency.
• The immediate primary focus of this position will be in the area of Federal Air Policy (both regulatory and legislative), including Climate Change Policy, and may include other policy areas as issues/needs arise.
• Air Policy work includes managing the corporation’s participation in rulemakings on national ambient air quality standards, including interstate transport, regional haze/visibility, and methane.
• Work specifically related to Climate Change Policy includes, but is not limited to, leading in the preparation of the corporation’s comments on regulatory proposals, preparing written material for, and providing in-person briefings to senior management, interfacing directly with industry groups to gain alignment of positions, and leading the development of the corporation’s response to the annual Carbon Disclosure Project climate questionnaire.
• Proactively identifying, analyzing, and communicating environmental policy issues and risks which may significantly impact the corporation and, in coordination with key business units, develop the corporation’s position and execute strategic action plans to effectively manage risks and/or promote the corporation’s interests.
• Leading the analysis to support the corporation’s comments on proposed federal regulations by working collaboratively and effectively internally across key business units such as Federal Affairs, Duke Energy Renewables, Integrated Resource Planning, Grid Solutions, Environmental Services, Strategic Engineering, Energy and Community Affairs, Sustainability, State President’s Teams, Legal and Corporate Communications that support the work of this team.
• Leading the analysis to inform the corporation’s position on legislative proposals by working collaboratively and effectively internally across key business units such as Federal Affairs, Duke Energy Renewables, Integrated Resource Planning, Grid Solutions, Environmental Services, Strategic Engineering, Sustainability, Energy and Community Affairs, State President’s Teams, Legal and Corporate Communications that support the work of this team.
• Producing and then executing an external engagement plan such that the corporation is deliberate, efficient, and effective in its investment in long-term relationships with key external stakeholders, such as industry groups, environmental advocates, peer utilities and others who impact the opportunities and risks related to water and air quality, water supply, effluent limits, natural resource and permitting/siting issues for generation, transmission, renewable energy, energy storage, grid modernization and decommissioning projects.
• Publicly representing the company and promoting the corporation and its interests (and/or ensuring appropriate representation, as needed) at meetings of energy and environmental stakeholders (e.g., stakeholder forums, industry groups, regulatory agencies) and ensuring that such engagement is deliberate, efficient and effective.
• Working closely with peer Environmental & Energy Policy Directors to ensure consistent analysis, reporting and policy development across the enterprise on air, water, renewable, EE, and natural resource regulatory filings.
• Supporting the Managing Director, Federal Policy in development and implementation of department business plans and budget.
• The Environmental and Energy Policy Director must demonstrate a high level of critical/strategic thinking to resolve high impact, complex and/or cross-functional issues, often involving multiple challenges and multiple stakeholders.
• Demonstrated leadership and consensus building necessary, self-starter, excellent communication, and interpersonal skills required.
• Must possess a demonstrated ability to communicate effectively and influence internally within the company and among industry peers as well as externally with government officials and policymakers.

Additional Responsibilities:

• Identifying and analyzing global and national opportunites and risks related to environmental policy that have the potential to significantly impact the corporation’s bottom line; in coordination with key business units, pursuing clarity on the corporation’s position, then developing and executing strategic action plans to effectively manage risks and/or promote the Company’s interests including leading and supporting cross-functional teams in reviewing and responding to regulatory rulemakings.
• Producing and then executing an external engagement plan such that the corporation is deliberate, efficient, and effective in its investment in long-term relationships with key external stakeholders, such as industry groups, environmental advocates, peer utilities and others who impact the opportunities and risks related to water and air quality, water supply, effluent limits, natural resource and permitting/siting issues for generation, transmission, renewable energy, energy storage, grid modernization and decommissioning projects.

Qualifications

Required/Basic Qualifications:

• Bachelor’s degree in engineering, environmental sciences, physical sciences, legal, natural resources, government/political science or other related field.
• 7 - 9 years of professionally relevant experience in addition to a degree OR Ten (10) or more years of professionally relevant experience in lieu of a degree.

Desired Qualifications:

• Advanced degree.
• Working knowledge of Federal Air Policy (both regulatory and legislative), including Climate Change Policy, policy drivers and costs.
• Working knowledge of role federal government and states play with regard to the electricity industry; working knowledge of current energy policy issues and the regulatory and legislative development process at the federal level.
