Description

~ Coachella Valley Water District (CVWD) is located in the heart of Riverside County, the fastest growing county in California.  ~

As a CVWD employee, you can take pride in knowing that you help meet the water and sanitation needs of nearly 300,000 Palm Springs area residents.

CVWD has initiated work to design and build a state of the art new laboratory in Palm Desert. The new laboratory will support dozens of new water treatment facilities needed to meet California's new drinking water standard for hexavalent chromium. The budget for the new laboratory and staff office building is about $8 million.

Position Overview

Section: Environmental

Department: Environmental Services

Reporting Relationship: Reports to: Director of Environmental Services

Supervises the following positions: Senior Environmental Specialist, Environmental Safety Specialist, Environmental Specialist, Associate Biologist, Biologist

Definition: Under general direction, to plan, coordinate, schedule and direct: (1) environmental permitting for capital improvement projects and environmental mitigation obligations, (2) waste management and disposal and compliance discharge monitoring and reporting, (3) compliance with local, state and federal environmental laws and regulations and (5) compliance with biological resources/habitat programs and regulations, and to do related work as required.

Responsibilities

  • Manages mitigation of biological impacts caused by CVWD projects and programs.
  • Consults with staff on rare, threated and endangered species.
  • Monitors CVWD environmental protection activities including pollution management programs.
  • Coordinates Environmental Services activities to meet waste discharge monitoring and reporting requirements and obtain permits for Clean Water Act compliance.
  • Oversees the development of appropriate environmental documents to achieve environmental compliance for CVWD capital projects and maintenance activities.
  • Coordinates closely with the Director of Environmental Services and Environmental Assessment Committee (EAC) Chairperson in the preparation of documents, agendas, and schedules for EAC meetings.
  • Stay abreast of legislation and trends in environmental compliance, natural resources management, public policy and other related areas. Provide insight and review on potential effects on new environmental legislation and case law.
  • Prepares reports, presentations and correspondences using sound judgment based on knowledge and expertise of environment regulations and programs. Presents summary environmental compliance information to CVWD management and Board of Directors.
  • Oversees biological habitat programs to ensure compliance with environmental regulations and multi-species habitat conservation programs.
  • Oversees environmental and biological research that provides practical scientific information to improve CVWD performance.
  • Assists in preparation annual operating and capital budgets for consideration by District Board of Directors.
  • Attend hearings and meetings related to regulatory and environmental issues.
  • Supervises and evaluates Environmental Services staff.
  • Ensure staff is following established safety practices and policy.

Qualifications 

Education and Experience:

Any combination of training and experience which would likely provide the required knowledge and abilities:

  • A typical candidate must have successfully completed a four year degree program from a recognized college or university with a major in environmental science, biology, environmental engineering or a closely related field and a minimum of 10 years of broad and extensive experience in water quality, waste management, environmental services or biological management and at least 3 years of supervisory experience or increasingly responsible duties in one or more of these areas is desirable.

Knowledge of:

  • Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) provisions.
  • State Water Resources and Regional Water Quality Control Board (SWRCB/RWQCB) permits and related documents.
  • South Coast Air Quality Management District (SCAQMD) requirements.
  • Laboratory Information Management Systems.
  • California Water Rights laws and regulation.
  • CVWD Rules & Regulations.
  • Principals, practices, methods and techniques of regulatory compliance as related to water and wastewater utilities.
  • National Environmental Policy Act (NEPA) & California Environmental Quality Act (CEQA).
  • Environmental Impact Reports (EIRs).
  • Principles and practices of leadership, supervision, training and performance evaluation.
  • Principles and practices of public relations.
  • Computer operation skills including data base programs and spreadsheets.
  • Archaeological/Cultural laws and regulations.
  • Ecological principals.
  • Multi-Species Habitat Conservation Plans.
  • Water Quality, Environmental and Biological Research Procedures.
  • Technical report writing.
  • Principles of supervision and management.

Abilities:

  • Plan, organize, and administer environmental regulatory programs.
  • Interpret and apply pertinent federal, state, and local policies, laws and regulations.
  • Develop and manage water, environmental, and biological monitoring programs.
  • Analyze problems, identify solutions and project consequences of proposed actions and implement recommendations.
  • Work effectively with local, state and federal regulators.
  • Use principles of scientific method to evaluate projects.
  • Plan, schedule and assign work to staff.
  • Manage projects using project management techniques.
  • Select, supervise, train and evaluate staff.
  • Prepare clear and detailed analyses and comprehensive scientific reports and recommendations.
  • Work cooperatively with others.
  • Communicate effectively both verbally and in writing.

Physical Requirements: 

  • Drives District vehicle to job sites which may include over rough terrain.
  • May work in extreme weather conditions including heat and rain.

License or Certificates:

  • Valid California Operators license issued by the State Department of Motor Vehicles.
  • Department of Motor Vehicles driving record may influence employment or classification.

Compensation: $7531 - $10,412 Monthly
