About Operational Services:
Operational Services works with its business partners to understand their business requirements and utilizes the functional expertise of its people, its resources and its processes to deliver solutions to meet those requirements. The organization acts as a steward to do what is best for the company, ensuring that SCE meets or exceeds the sustainability, safety and compliance standards set by the corporation.
The successful candidate will be a lead subject matter expert in the Environmental Services Department supporting major projects and O&M activities in Wetlands and Waters (401/WDR/404/1600) permitting. The Senior Wetlands and Waters Regulatory Specialist will represent the company through interaction with federal, state and local environmental regulatory agencies including the U.S. Army Corps of Engineers, Regional Water Quality Control Boards and/or State Water Resources Control Board and the California Department of Fish & Wildlife.
Responsibilities
- Preparing internal guidance documents and procedures related to permitting strategies, survey approach, project review, jurisdictional determination and wetlands and jurisdictional delineation oversight.
- Support and implement company-wide Corporate Standard that advances SCE's compliance posture.
- Lead 401/WDR/404/1600 permitting related to dredge and fill activities.
- Review proposed Wetlands and Waters regulatory changes and provide analysis and guidance to SCE operating units.
- Assist operating units with effective training, compliance assessment and development of Root Cause Analyses and Corrective Action Plans and other duties as assigned.
- Conduct negotiations related to enforcement actions or other correspondence with regulatory agencies.
- Some after hours and on call duty may be required.
Qualifications
Minimum Qualifications:
- Bachelor's degree in Biology, Engineering, Environmental Sciences, Hydrogeology, Natural Sciences or a related field.
- Seven or more years of experience in the field of environmental performing complex analyses, consulting, and implementation.
- Three years of experience in environmental compliance work related to wetlands and waters.
Desired Qualifications:
- Masters Degree in Environmental Sciences or related field.
- Typically possesses five years of experience in regulatory permitting.
- Demonstrated experience working with laws, regulations and permitting requirements related to the Federal Clean Water Act 401 certification, 404 permitting and the State of California Porter-Cologne Act and California Department of Fish and Wildlife Streambed Alteration Agreements Section 1600 et. seq.
- Demonstrated experience with conducting or reviewing jurisdictional water and wetland delineations.
- Demonstrated ability to interface effectively and collaborate with environmental groups and regulatory agencies.
- Demonstrated experience using GIS data and tools.
- Demonstrated ability to follow SCE safety protocols and safe work practices.
- Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
- Must demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.
- Must demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning.
