US Preparing to Announce GHG Targets

The US will propose near-term emissions targets "in the coming days," according to a senior Obama administration official.

The administration said it will take into account the fact that climate legislation is on hold in the Senate until next spring. As a result, a range of possible reductions will be offered in an effort to gain negotiating momentum in the build up to th Copenhagen Climate Summit beginning December 7. 

The administration is attempting to reframe its position in climate change negotiations. 

"It would be a mistake to conclude that the international community’s failure to reach a final treaty in Copenhagen is due to a lack of domestic legislation in the United States," said the senior White House official, who spoke to reporters on the condition of anonymity.
