To answer the question on if the world can afford this?
$100 billion a year is absolute peanuts. It is peanuts compared to all the bailouts that we’ve been seeing in Europe and the US in the past years.
On the other hand, the benefits are huge.
Save the earth spend whatever it takes were worth it and so is the earth!!!!!!
