Bipartisan Senate Leaders Talk Climate Change at White House

President Barack Obama gathered Republican and Democratic Senators at the White House on Tuesday in an effort to rejuvenate negotiations for comprehensive climate change and energy legislation.

Republican Lindsey Graham said he expects to complete the outline of a compromise bill by the end of the month. Recent reports suggest it will take a sector-by-sector approach to controlling carbon emissions in the US economy.

Graham has been working with Democrat John Kerry and Independent Joe Lieberman. Lieberman joking told reporters they no longer use the term "cap-and-trade," though the market-based system for reducing emissions is still on the table. Instead he said there will be "pollution reduction targets."
