The Texas Commission on Environmental Quality (TCEQ) is the environmental agency for the state. We have approximately 2,760 employees, 16 regional offices, and a $342 million operating budget for the 2013 fiscal year (including both baseline and contingency appropriations). TCEQ strives to protect our state's public health and natural resources consistent with sustainable economic development. Position Overview:

TCEQ is currently seeking an Envineer I-V. 

Responsibilities:

  • Conducts engineering reviews of basic plans and specifications and reuse applications, and prepares basic Texas Pollutant Discharge Elimination System (TPDES) and Texas Land Application Permits (TLAP) wastewater permits for the Texas Commission on Environmental Quality (TCEQ).
  • Completes basic engineering plans and specification reviews for the design of wastewater treatment plants and collection systems.
  • Prepares basic TCEQ and/or TPDES draft individual/general permits and/or authorizations in accordance with state and federal rules, policies, and guidelines.
  • Prepares formal responses to comments on draft permits, in coordination with agency's Environmental Law Division, and makes revisions to permits and related documents as necessary in response to public and Environmental Protection Agency comments.
  • Develops permits and reviews related documents, with consideration of good engineering practices.
  • Reviews and approves wastewater reuse system applications.
  • Communicates information concerning engineering plans and specifications, permits, and the permitting process to agency staff, agency management, the general public, and the regulated community.
  • Attends meetings and responds to telephone calls and letters received by the program.
  • Assists and participates in special projects as assigned.
  • Assists in providing expertise during contested cases, hearings, or public meetings.
  • Participates in training and continuing education related to water quality permitting, engineering, and other technical/interpersonal skills related topics. 

Qualifications:

  • Engineer I - Texas Professional Engineer's license.
  • Engineer II - Texas Professional Engineer's license plus 1 year of full-time engineering experience beyond licensure.
  • Or 1 year of full-time experience at TCEQ as an Engineer I
  • Engineer III - Texas Professional Engineer's license plus 2 years of full-time engineering experience beyond licensure
  • Or 1 year of full-time experience at TCEQ as an Engineer II
  • Engineer IV - Texas Professional Engineer's license plus 3 years of full-time engineering experience beyond licensure.
  • OR 1 year of full-time experience at TCEQ as an Engineer III
  • Engineer V - Texas Professional Engineer's license plus 4 years of full-time engineering experience beyond licensure.
  • OR 1 year of full-time experience at TCEQ as an Engineer IV
  • Qualifying work experience includes that obtained post licensure as an engineering graduate student or teacher.

Preferred Requirements

  • Experience in the engineering design of and/or performing plans/specification review of wastewater treatment plants and/or collection systems.
  • Civil Engineering or Environmental Engineering degree.
  • Experience with the Texas Pollutant Discharge Elimination System (TPDES) or other state/federal water quality regulatory programs.
  • Experience in other environmental permitting areas (non-water quality), such as water quantity, air, water supply, industrial and hazardous waste, municipal solid waste, and/or remediation.
