For too long, cities have treated streets simply as conduits for vehicles. Traffic has been viewed as something to be ‘optimized’ while sprawling urban development and ever-larger vehicles have created City streets that are antagonistic to active transportation modes of walking, biking, transit, and micro-mobility

As a City known for its outdoor activities and amenities, Roanoke understands the need to create an aesthetically pleasing and equitable transportation system where all users have access to safe, reliable, and affordable modes of transportation – including those modes based around human physical activity. 

To that end, Roanoke’s Transportation Division focuses upon maintaining and improving the City’s green and gray infrastructure assets within the right-of-way including approximately 1100 lane miles of asphalt pavement; 300 miles of sidewalk including 2,800 ADA ramps; 40 miles of on-street bike lanes; 350 acres of maintained/landscaped right-of-way; 380 alleys used for Solid Waste collection; and over 400 pieces of outdoor power equipment. 

POSITION OVERVIEW

This position will lead and manage Transportation Division’s Field Operations program including 32 full-time and 14 seasonal employees responsible for: green and gray asset inspection, construction, and maintenance, snow removal program, and outdoor power equipment repair services while working as a part of the City’s Transportation Division team.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Includes the following. Other duties may be assigned:

  • Oversees Transportation Field Operations activities providing leadership, coaching, and mentoring in the inspection, maintenance, repair and construction of green and gray infrastructure within the public Right-of-Way (e.g. street and landscape infrastructure); verifies effective work procedures, schedules, and workflows; studies and standardizes procedures to improve efficiency and effectiveness of maintenance operations.
  • Oversees Transportation Field Operations staff ensuring quality of maintenance work, employee performance reviews, staff hiring decisions, as well as resolving employee grievance and disciplinary matters.  
  • Has the ability to guide, direct, coach, mentor, and motivate employees; ability to organize and manage four (4) supervisory staff overseeing twelve (12) maintenance crews performing various street maintenance, landscape maintenance, and mechanic related functions; ability to communicate effectively, verbally and in writing; ability to establish and maintain effective working relationships with employees, other City departments and the general public.
  • Oversees design, scheduling, right-of-way acquisition, contract administration, inspection, and citizen outreach of a variety of green and gray transportation maintenance and infrastructure projects including preparation of specifications, engineer estimates, and procurement of professional consultant services, construction and/or maintenance services, machinery, and equipment in conformance with the City of Roanoke procurement standards.
  • Possesses knowledge of equipment, facilities, materials, methods and procedures used in the maintenance, construction, and repair of transportation green and gray infrastructure as well as experience regarding job site safety and heavy equipment operation that may include but not limited to: motorgraders, excavators, backhoes, skid steers, rollers, dump trucks, snow removal equipment, tractors, A-Booms, Sidehogs, mowers, outdoor power equipment, and various hand tools.
  • Coordinates response to citizen complaints, verifies appropriate solutions, and ensures timely implementation.
  • Assists with preparation of annual Budgeting for Equitable and Empowering Outcomes process; monitors expenditures to remain within established budget parameters.

QUALIFICATIONS

Typical Qualifications:

  • Ability to read, interpret, and produce maps, surveys, engineering drawings and graphics from engineering software such as: AutoCAD, ArcGIS, spreadsheets, and various design software programs.
  • Specific experience and certification pertaining to VDOT Standards & Specifications, VDOT Intermediate Work Zone, Professional Grounds Management, Landscape Management, Snow Removal, and OSHA, as well as experience dealing with state and federal regulatory agencies which may include, but not limited to FHWA, VDOT, DRPT, OIPI, FEMA, USACE, and VDEQ.

Education and/or Experience:

  • Bachelor's degree from an accredited four-year college or university recognized by the Commonwealth of Virginia Department of Professional and Occupational Regulation (VA DPOR) board for Architects and Engineers with a major in civil and environmental engineering, landscape architecture, or related field;
  • Five to ten years related experience and/or training in a variety of professional engineering work; and
  • Prefer graduate study in the area of transportation; or equivalent combination of education and experience.

Certificates, Licenses, Registrations:

  •  Licensed as a Professional Engineer in the Commonwealth of Virginia or be able to obtain within twenty-four 24 months of hire.
  • Valid State Driver’s License or ability to obtain one within six (6) months of hire.

Preferred, but not required, Credential(s) include:

  • Envision Sustainability Professional (ENV SP) through the Institute for Sustainable Infrastructure, Certified Public Works Professional (CPWP) through the American Public Works Association, Certified Grounds Manager (CGM) through the Professional Grounds Management Society, Landscape Industry Certified Manager (LIC Manager) through the National Association of Landscape Professionals and/or Certified Snow Professional (CSP) through the Snow & Ice Management Association.

COMPENSATION

  • Salary is $63,992.24 - $102,388.00 Annually.
