Position Overview

We're seeking an experienced, self-driven permitting professional to fill our Regulatory Specialist position and join our Seattle, Washington, engineering team. You’ll play a key role in the permitting of civil and structural engineering projects in Washington state and beyond. You’ll be involved in a wide range of environmental, permitting, and scientific topics to support both permitting and design of marine infrastructure, bridges, buildings and more.

Primary Responsibilities

  • Plan for and coordinate efficient environmental and regulatory review and permitting of projects, including preparing applications to agencies and jurisdictional entities and managing projects by preparing and managing schedules and budgets.
  • Obtain necessary approvals for site investigation surveys and planning for surveys or assessments to comply with regulatory requirements.
  • Coordinate development of permit drawings and environmental compliance plans with engineering teams.
  • Establish and maintain positive relationships with agency personnel, clients, and other key stakeholders.
  • Manage or support management of external consultants undertaking surveys and studies to support the permitting process.
  • Write and edit technical reports and proposals.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree within a relevant field:  environmental policy, planning, engineering, or natural sciences.
  • At least three to five years of related permitting and land use experience.
  • Experience with USACE, NMFS, and USFWS regulatory processes
  • Strong oral and written communication skills.
  • Ability to work seamlessly in team support and team leadership roles.
  • Demonstrated initiative and self-direction.
  • Ability to manage multiple priorities and meet deadlines.
  • Valid drivers’ license and good driving record required.

Preferred Qualifications:

  • Master’s degree in a related field.
  • Water/marine related project experience.
  • Experience with Washington JARPA and Washington Dept. of Ecology procedures.
  • WSDOT Certified Senior Author of Biological Evaluations
  • Eelgrass delineation and wetland delineation certifications
