  • In 2019, Governor Jay Inslee signed ESHB 1112 to transition away from the use of hydrofluorocarbons (HFCs). HFCs are chemicals commonly used in air conditioning systems, in refrigeration, as propellants, and in the production of insulating foams.
  • HFCs are extremely potent greenhouse gases. Reducing HFCs in products substantially decreases public exposure to harmful pollutants and helps address climate change.

Washington has adopted ground-breaking legislation to address climate change by sharply reducing Greenhouse Gas (GHG) emissions and achieve carbon neutrality. Position Overview 
 
The Air Quality Program (AQP) is looking to fill two Climate Change: Greenhouse Gas Emissions Engineer (Environmental Engineer 2) (In-Training) positions. These positions will be located at our Headquarters Building in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.
   
The mission of the Air Quality Program (AQP) is to protect and improve air quality in Washington and to protect our State’s environment for current and future generations. In 2021, Washington’s Legislature passed the landmark Climate Commitment Act (CCA) – a sweeping piece of legislation that directs Ecology to develop and implement the state’s first Cap-and-Invest Program and commits our state to reducing greenhouse gas emissions by 95% by 2050.

Washington’s program is only the second such economy-wide program in the nation, and Ecology has been directed by the Legislature to have it up-and-running by January 1, 2023. It’s a big task with even bigger long-term impacts on the state’s greenhouse gas (GHG) emissions and the global fight against climate change. Air Quality’s CCA Implementation Group is already hard at work and looking to hire a diverse range of mission-focused professionals to help us bring this important legislation to life.
 
As a Greenhouse Gas Emissions Engineer, you will be reviewing GHG emissions reports from entities, like fuel suppliers and industrial facilities, and evaluating the reports for accurate, timely and complete data. You will also prepare engineering calculations, provide technical analysis, conduct inspections and audits, make recommendations for violation and noncompliance, and assist with the third-party verification program.

Tele-work options for this position: This position will be eligible for a tele-work schedule. Schedules are dependent upon position needs and is subject to change.

Duties

What you will do as a Greenhouse Gas Emissions Engineer:

  • Under the oversight of a Professional Engineer, review greenhouse gas (GHG) emissions report submissions from entities, such as industrial facilities, transportation fuel suppliers, and electric power entities, for accuracy and completeness of facility information. 
  • Calculate and review reported carbon or energy intensity based on facility processes, applying engineering knowledge and principles.
  • Conduct engineering analyses and review protocols, policies, and guidance for effective and consistent implementation of the greenhouse gas reporting program.
  • Cultivate and maintain relationships and ongoing communication with reporting and regulated entities and stakeholders by providing proactive, timely information and answering technical questions.

Qualifications

This is an In-Training Position. The goal class for this position is Environmental Engineer (EE2). We will consider applicants who meet the requirements for the College Career Graduate – Engineer Technology (CCGET) and at the Environmental Engineer 1 level. If the finalist meets the requirements for the CCGET or EE1 levels, they will be hired in at that level and placed into a training program to become an EE2 within a specified period of time.
 
Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.
 
At the College Career Graduate – Engineer Technology level: Salary Range 49 ($4,013-$5,268 monthly) (In-training)

A Bachelor's degree involving major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical, industrial, or related field.
 
At the Environmental Engineer 1 level: Salary Range 55 ($4,656-$6,105 monthly) (In-training)

Option 1:

An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical, industrial, or related field AND one year of environmental engineering experience.
 
Experience may include a combination of the following:

  • Providing technical assistance to consultants, industry, local authorities, the public, municipal officials, agency staff, and engineers on environmental engineering problems and regulatory compliance.
  • Making general investigations and/or surveys of waste generation, water, and air pollution, or other environmental engineering problems.  
  • Preparing engineering reports and technical data.

Option 2:

A Master's degree with major study in one of the following engineering fields: sanitary, water resource, civil, geotechnical, environmental, chemical, mechanical, industrial, or related field.
 
At the Environmental Engineer 2 level: Salary Range 61 ($5,399-$7,085 monthly) Goal Class
Option 1:An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical, industrial, or related field AND two years of environmental engineering experience.
 
Experience may include a combination of the following:

  • Providing technical assistance to consultants, industry, local authorities, the public, municipal officials, agency staff, and engineers on environmental engineering problems and regulatory compliance.
  • Making general investigations and/or surveys of waste generation, water, and air pollution, or other environmental engineering problems.
