~ Broward County is a county in southeastern Florida, US. According to the 2019 Census Bureau estimate, the county had a population of 1,952,778, making it the second-most populous county in the state of Florida and the 17th-most populous county in the United States. The county seat is Fort Lauderdale. ~

The County Commission is comprised of nine members elected by district in partisan elections. Each Commissioner must be a resident of the district for which he or she seeks election. On the third Tuesday of each November, the Commission elects a Mayor and Vice Mayor for one-year terms. The Mayor's functions include serving as presiding officer, and as the County's official representative. The Commission appoints the County Administrator, County Attorney and County Auditor. The Commission also appoints numerous advisory and regulatory boards.

Position Overview

The Broward County Board of County Commissioners is seeking qualified candidates for Natural Resources Administrator.

This is advanced professional and supervisory work implementing the Broward County Shoreline Protection Program. This is highly technical work involving the planning, design, permitting and construction of shoreline protection projects, including beach nourishment and associated erosion control projects on a regional basis.

This position requires graduation from an accredited four (4) year college or university with major course work in engineering, environmental science, ecology, biology, geology, hydrology, or related field and

Work involves senior project management responsibilities supporting all aspects of the county’s beach management activities, including development of long-term management strategies, project design and permitting, intergovernmental coordination and contracting, budget development and management, and the procurement of engineering and construction services. Work requires supervision of staff, collaboration with professional, technical, legal, and administrative personnel, hands-on project management, and stakeholder engagement.

The successful candidate will have significant knowledge of coastal processes, local environmental resources, and regulatory requirements. This is performed with considerable independence within the scope and procedures outlined for accomplishment of the approved program and selected projects. Supervision is received from the Division Director by consultations and review of completed work.

Responsibilities

Illustrative Tasks:

  • Plans, directs and supervises the activities of Broward County’s shoreline protection program, including beach nourishment, beneficial sand placement, dune construction, erosion control projects, surveys, and emergency sand placement.
  • Manages the procurement of engineering, construction and monitoring services to support project planning, permitting, construction management, construction, and post-construction monitoring.
  • Coordinates internally and with regulatory agencies to propose, validate, and implement mitigation requirements for coastal construction projects.
  • Prepares state and federal project funding requests, manages grant agreements, fulfills reporting requirements.
  • Maintains all project documents, invoicing and payments required for compliance with annual grant audits and overall program audits.
  • Coordinates with state and federal environmental, planning and regulatory agency staff.
  • Prepares agency correspondence and comments.
  • Coordinates and performs pre- and post-storm beach assessment surveys to document sand loss.
  • Coordinates with program staff and consultants to comply with pre- and post-project environmental monitoring.
  • Participates in field work related to beach surveys, project oversight, and hard-bottom assessments/monitoring.
  • Collaborates with professional, technical, legal and administrative personnel.
  • Prepares and delivers briefings to elected officials and senior management at all levels of governments.
  • Represents the County before elected bodies, technical audiences, community groups, service organizations and civic committees to provide updates and educate on the status and elements of the beach management projects
  • Coordinates with other divisions and agencies on special projects.
  • Assists the Director in all matters relating to shoreline protection and compliance with federal, state and local regulations.
  • Monitors federal, state, and local legislative changes with regard to funding, regulatory standards, sand sources, and project authorizations.
  • Advocates for County projects with legislative members and agency leadership at state and federal levels.
  • Engages with relevant professional industry groups.
  • Prepares and oversees annual County budget and a 5-year capital program for the Shoreline Protection Program.
  • Provides oversight to the Broward County Sea Turtle Conservation Program and associated staff.
  • Provides oversight to the county’s living shoreline initiative.
  • Performs related work as required.

Qualifications

Requirements:

  • Requires six (6) years’ experience in programs related to coastal engineering, beach nourishment, management, and erosion control projects, including two (2) years’ supervisory experience

Preferences (KSA's):

  • Demonstrated experience permitting and executing large-scale beach nourishment projects in coastal waters proximate to hardbottom resources and protected species.
  • Thorough knowledge of coastal processes and local environmental resources.
  • Thorough knowledge of federal, state and local applicable laws, regulations and procedures related to shoreline protection and erosion control projects.
  • Knowledge of the principles and practices of associated with coastal engineering.
  • Thorough knowledge of state and federal regulatory processes pertaining to permitting of coastal construction projects and associated environmental resource protections.
  • Thorough knowledge of federal planning process and associated documents related to federal projects.
  • Experience with regional sediment management.
  • Experience utilizing upland sand sources for projects and associated construction methods.
  • Considerable knowledge of the principles, practices and procedures of supervision, organization and administration.
  • Considerable knowledge of the fiscal and budgetary process as part of program operations, including budgeting, cost accounting, financial planning and management.
  • Considerable experience in project and budget management.
  • Ability to effective liaison with local, state, and federal elected officials and agency staff.
  • Ability to plan, implement, and coordinate multi-year projects.
  • Ability to supervise, train and direct the work of subordinates in a manner conducive to full performance and high morale.
  • Ability to exercise judgment and discretion in establishing, applying and interpreting section policies and procedures.
  • Ability to gather and analyze data and exercise sound judgment in decision making.
  • Ability to communicate effectively both orally and in writing.
  • Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of Broward County's Ethics and Conflict of Interest policies.
  • Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds, regardless of race, color, religion, gender, national origin, age, marital status, political affiliation, familial status, disability, sexual orientation, pregnancy, or gender identity and expression.

Physical Demands:

  • Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of electronic office equipment within moderate tolerances or limits of accuracy.
