Description

~ Power Plant Management Services (PPMS) is a general and administrative services management consulting firm focused on natural gas-fired and renewable independent power generating facilities. ~

Under an exclusive contractual arrangement with a private equity fund management company, PPMS manages a portfolio of power plants and wind farms across the United States. The company, with offices near Dallas, Charlotte, and Houston, provides services in the areas of financial accounting, tax, project management, engineering, development, construction, operations, environmental oversight, and regulatory compliance.

Position Overview

The Site Manager is responsible for representing the project owners and taking the wind farm site from development into construction and/or repowering and through commercial operations including project management, margin optimization, budgeting, administration, and related support services with a focus on safety, regulatory and contractual compliance, efficiency, and reliability.

Reporting Relationships:

  • This position reports to the Vice President of Project Management – Renewable Energy.

Responsibilities

  • Serve as project owner(s) onsite representative for multiple sites to oversee and manage the construction and operations of wind projects including oversight of the following areas: project agreements, project schedules, financials, safety, quality, and environmental / regulatory compliance.
  • Oversee the wind farm construction and/or operations strategy working with appropriate PPMS resources (Engineering, EHS, NERC, Accounting and Finance) and outside consultants/vendors to manage assigned EPC, OEM, and other assigned contracts for services provided in the areas of development, engineering, procurement, compliance, construction, maintenance, and operations.
  • Understand all contract terms and conditions for multiple site construction and operations permitting requirements including construction specifications, operations procedures, and standard industry practices to competently identify any issues or discrepancies during construction and/or operations.
  • Oversee and monitor EPC and/or OEM contracts and site-specific programs addressing safety, quality assurance, and quality control, and turbine uptime availability.
  • Oversee and monitor EPC and/or OEM schedules and progress to assure milestones are completed in accordance with the TSA/CSA agreement in order to meet commercial operations, substantial and final completion dates.
  • Manage EPC and/or OEM issues, claims, and variances to determine corrective actions.
  • Provide oversight and technical support for construction and start-up and commissioning activities.
  • Review EPC Contractor project close-out documentation and report any discrepancies or inconsistencies to senior management for further review and remedy determinations.
  • Manage the EPC Contractor punch list and performance testing documentation including but not limited to performance testing, availability, and guaranteed plant output.
  • Attend site progress meetings with contractors / vendors and provide project status reports on a regular basis to PPMS management and key project stakeholders.
  • Utilize the company’s project documentation management systems to maintain, store, and share appropriate project related plans, schedules, records, and documents.
  • Manage all landowner concerns and ensure all issues are addressed in a friendly and expeditious manner.
  • Manage each project’s budget and review expenditures working closely with the PPMS Accounting and Finance department to continually control and optimize project costs.
  • Ensures the efficient and economical construction, operation, and maintenance of the facility with accurate reporting as required by company policies and other government and contractual requirements.
  • Represent the company in negotiating contract terms and conditions and formulating policies with suppliers, subcontractors, and professional services providers.
  • Ensure contractors and suppliers understand and work in alignment with PPMS ethics, health, safety, and environmental policies and standards.
  • Oversee the development and review of each project’s management analytics, reporting, and deliverables.
  • Maintain a working knowledge of new technologies which may improve process cost and efficiency and develop recommendations accordingly.
  • Maintain professional and technical knowledge by attending educational workshops or classes; reviewing professional publications; establishing personal networks, participating in professional societies.
  • Conform with and abide by all regulations, policies, work procedures, and instructions.
  • Other duties and responsibilities as may be assigned from time to time.

Qualifications

Educational Requirements:

  • An associate degree from an accredited college in a technical discipline such as engineering, project management, construction, turbine technology, renewable power, accounting or equivalent work and/or military experience is required.
    A bachelor’s degree from an accredited university in a technical discipline such as engineering, construction management, project management or an equivalent degree is desired.

Required Qualifications:

  • Minimum of ten (10) years of project management experience in wind farm construction and operations within the United States or Canada.
  • Demonstrated knowledge and experience working with wind power generating equipment and technologies.
  • Experience in the management of construction activities including familiarity with construction methods used on large engineering projects.
  • Project management experience in renewable power with a focus on cost, schedule, risk management, and compliance to achieve performance requirements.
  • Experience overseeing and understanding budgeting, business planning, and financial reporting functions.
  • A strong orientation to safety, quality, and service.
  • Experience effectively communicating with external stakeholders, lenders, contractors, regulatory agencies and members of the general public.
  • Proficiency in software applications for budgeting, planning, and document management.
  • Must successfully complete a pre-employment background check, drug screen, and have a valid driver’s license with a good driving record.
  • Strong written and verbal communications skills in English.
  •  Ability to successful pass an accredited turbine climb test and tower rescue training course including completing bi-annual recertifications.
  • Flexibility to travel to other renewable sites, PPMS offices, and vendor locations (estimated up to 20%), at times by airplane, to support business objectives.
  • Must have authorization to work in the United States.

  • Travel, often by airplane, is estimated to be 20%.
