Description

~ The Tennessee Valley Authority (TVA) is a corporate agency of the United States that provides electricity for business customers and local power distributors serving 9 million people in parts of seven southeastern states. ~

TVA receives no taxpayer funding, deriving virtually all of its revenues from sales of electricity. In addition to operating and investing its revenues in its electric system, TVA provides flood control, navigation and land management for the Tennessee River system and assists local power companies and state and local governments with economic development and job creation.

Position Overview

TVA is seeking candidates for an Atmospheric Analyst position in the Environmental Compliance and Operations, Air Programs Support group. This position will support a wide variety of projects including performing air quality modeling, preparing relevant sections of air permit applications, reviewing regulatory applicability, and completing regulatory compliance reports.

Supervision Received:

The modeling projects that are performed are determined by the overall program objectives.  Incumbent pursues tasks independently and reports to supervisor periodically.  Incumbent is responsible for determining work methods and schedules. Work is reviewed by supervisor or by other technical experts within and outside TVA.

Responsibilities

  • Assesses the impact of power generating system and other pollutant sources on air quality using modeling tools for predicting the atmospheric transport, chemical and physical transformation and deposition of air pollutants over a wide range of spatial and temporal scales.
  • Incorporates new techniques into advanced computer modeling systems for simulating local and regional air pollutant impacts from both TVA and non-TVA sources and from biogenic as well as anthropogenic sources.
  • Develops and/or evaluates complex data bases used as input to assessment models.
  • Develops workplans to apply atmospheric photochemical and dispersion modeling technology to the analysis of the regulatory compliance of TVA projects or programs. 
  • Selects analytical methods and/or develops innovative analytical techniques to achieve program goals. 
  • Selects appropriate numerical methods and develops computer programs to simulate atmospheric processes.
  • Evaluates the impact of existing and proposed governmental air quality legislation and regulations related to atmospheric modeling on TVA operations and programs.
  • Prepares and delivers scientific presentations.
  • Keeps abreast of atmospheric modeling research of other governmental agencies, research institutions, and university groups. 
  • Evaluates the work of these groups and applies their results to the design and interpretation of TVA studies as appropriate.
  • Serves in national scientific and engineering organizations to help transfer technology to and from TVA, to maintain state-of-the-art technical expertise, and to recommend directions for future research programs.

Qualifications

The ideal candidate will have the following key competencies:

  • Comprehensive knowledge and applicability of federal, state and local air quality regulations pertaining to the utility industry.
  • Extensive modeling experience using one or more of the following air quality dispersion models:  AERMOD, CALPUFF, CAMx, and SCICHEM.
  • Experience preparing major source air quality permit applications under PSD/NSR, Title V, NSPS, and other environmental regulations.
  • Experience meeting, addressing, and negotiating key air compliance conditions with state regulators.
  • Strong data analysis and computer skills, particularly with the MSOffice suite and Linux platform.
  • Excellent written and oral communication skills and attention to detail.
  • Project management experience including tracking of milestones and deliverables.
  • Ability to collaborate effectively with a diverse team in a fast-paced environment.
  • Intellectual agility and comfort working across disciplines and learning new skills.
  • Demonstrated responsibility for delivery of submittals within budget and on-time.

Position Qualifications:

  • Minimum:  B.S. degree in atmospheric science, engineering, or physical sciences with at least 10 years of experience in air quality work.
  • Preferred:  Masters/PH.D. degree in atmospheric science, engineering, or physical sciences with at least 5 years of experience in air quality work.

Skills and Proficiencies (May be job or organization specific):

  • Strong computer skills (Fortran, Pascal, etc.).
  • Knowledge of atmospheric dispersion models.
  • Ability to adapt models to address specific needs.
  • Knowledge of physical, chemical, mathematical principles.
  • Familiarity with air quality regulations, particularly those dealing with appication of atmospheric dispersion models.
  • Strong communication skills.

Minimum Qualifications (Consistent with Classification Standard):

  • M.S. or equivalent in atmospheric sciences, physics, meteorology, environmental engineering, or a closely related discipline and a minimum of three years experience in work with similar duties and responsibilities or a B.S. degree and five years of experience.
  • Experience with the application of numerical computer models used for air quality simulations and a good working knowledge of federal and state air quality legislation pertaining to atmospheric modeling.
  • Must have demonstrated proficiency in atmospheric analysis as evidenced by completion of COO Scientific Progression Program or equivalent post graduate education and experience.
