Position Overview

Stillwater Sciences is seeking a highly motivated and talented mid-to-senior level regulatory specialist/environmental scientist to join our interdisciplinary staff to support infrastructure upgrade, levee rehabilitation, habitat restoration planning, design, implementation, and other water resource management projects throughout California. We are looking for a regulatory specialist with at least 5 years of experience developing and supporting compliance documentation in California.

Responsibilities

  • Support development of environmental compliance documents, permits, and applications including: CEQA documentation (IS/MND/EIR/PEA); NEPA documentation (EA/CatEx/EIS/FONSI); Clean Water Act Section 404 permits (including US Army Corps of Engineers Nationwide Permits) and Section 401 Water Quality Certifications; Federal Endangered Species Act Section 7 Biological Assessments; California Endangered Species Act Section 2081 Incidental Take Permits; and Fish and Game Code Section 1602 Lake and Streambed Alteration Agreements.
  • Conduct field studies and technical analyses to support environmental documentation, based on technical expertise.
  • Assist with development of avoidance, minimization, and mitigation strategies for special-status species and sensitive habitats.
  • Write and review complex, multi-disciplinary environmental compliance documents and permit applications.
  • Oversee, manage, and conduct construction-related monitoring and permit compliance activities.
  • Communicate with and initiate consultation with state and/or federal resource agency staff.
  • Review current and proposed legislation and evaluate impact on environmental programs.
  • Seek collaborative solutions to complex regulatory needs of clients using creative and thoughtful approaches.
  • Collaborate with other regulatory analysts and scientists within the company to provide senior review and feedback on deliverables.

Qualifications

  • BS or MS in environmental science or planning, biology, or natural resources management or related natural science concentration.
  • 5 years of increasing responsibilities in environmental planning, or related field, involving impact evaluations of proposed public works projects (e.g., energy, water resource, transportation, etc.).
  • Familiarity with CEQA, NEPA, CWA Section 401 & 404 regulations, CDFW Section 1602 Lake or Streambed Alteration agreements, and CPUC Proponent’s Environmental Assessments (PEA).
  • Working knowledge of Federal Endangered Species Act and California Endangered Species Act preferred.
  • Competence in working with local, state, and federal agencies to develop, negotiate, and obtain permits and develop other regulatory compliance documents; proven track record in successful permit development preferred.
  • Fisheries, wetlands, invasive species management, and/or multi-species habitat restoration experience preferred.
  • Strong leadership and excellent verbal and written communication skills, including the ability to translate complex analyses for a general audience in written and oral formats.
  • A collaborative attitude, with the self-direction and motivation to complete work independently when needed.
  • Strong work ethic and attention to detail, with good organizational skills and ability to manage multiple tasks simultaneously.
  • Project management skills and experience are required.
