~ The majority of ecological research conducted at the Upper Midwest Environmental Sciences Center (UMESC) supports Department of the Interior (DOI) issues and lands in the Upper Midwest. ~

UMESC also coordinates its research with other U.S. Geological Survey (USGS) Science Centers, to broadly address ecological and population concerns throughout the Nation's heartland.

The mission of UMESC is to conduct research to support managers in the Department of Interior and other Federal and State agencies managing land and water resources in the U.S., with emphasis in the Upper Midwest and Great Lakes. UMESC coordinates its research with other federal, state, academic, non-governmental and private research groups. Within UMESC, scientists in the AEH Branch conduct research focused on controlling aquatic invasive species, fisheries restoration, and understanding the impacts of contaminants on aquatic ecosystems. For more information about the UMESC, please visit our website.

Position Overview

We are seeking a dynamic Interdisciplinary Supervisor Bio/Tox/Chem of the U.S. Geological Survey’s Upper Midwest Environmental Sciences Center Aquatic Ecosystems Health Branch.

Responsibilities

As an Interdisciplinary Supervisory Biologist/Toxicologist/Chemist within the Upper Midwest Environmental Sciences Center (UMESC), some of your specific duties will include: 

  • Directly communicates and coordinates directly with USGS Program Coordinators and Program Managers the funding requests to implement and conduct high-priority research by Aquatic Ecosystems Health (AEH) scientists to meet the research needs of a range of DOI and other agency partners.
  • Implements effective budget oversight, including distribution of appropriated funds to AEH scientists to ensure budget execution of a diverse appropriated and reimbursable-funded program; identifies, prioritizes and programs investments into future scientific capacity within AEH Branch, and approves requests for travel, overtime, within-grade increases, and expenditures above micro threshold limits.
  • Identifies and defines problem areas and formulates/leads interdisciplinary teams of AEH and other UMESC scientists and external partners in developing annual to multi-year science frameworks and research initiatives on large, complex interdisciplinary scales to address diverse questions related to the form, function and processes of terrestrial and aquatic ecosystems, and ecosystem restoration.
  • Prepares issue papers and research proposals for new project starts and submits them for UMESC and, when appropriate, regional, mission area, and national approval and funding.
  • Maintains close liaison and working relations with the scientific community and the administrators and professional personnel in DOI, USGS, and other Federal and State natural resources agencies.

  • Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Specialized Experience:

Interdisciplinary Supervisory Biologist/Toxicologist/Chemist, GS-0401/0415/1320-14

  • Examples of GS-13 level work may include: Experience with budget formulation and execution of a ~$5 M research program, including managing the execution of federal appropriated and cyclical funding and competition for and execution of extramural funding agreements.
  • Experience with leading research planning efforts to develop controls and management tools of aquatic invasive species.
  • Experience with designing and conducting research studies to address current issues in aquatic or terrestrial invasive species management or aquatic toxicology focused on evaluation of fishery management chemicals.
  • Experience with developing annual to multi-year science frameworks and research initiatives on large, complex interdisciplinary scales to address diverse questions related to the form, function and processes of terrestrial and aquatic ecosystems, specifically as it relates to invasive species management and control.
  • Experience with coordinating work with other branches/sections, centers/offices, mission areas, Federal and State resource management and regulatory agencies, and university scientists.
  • Experience with representing an organization on regional, national and international committees and task forces involving other Federal agencies, State agencies, the academic community, and non-governmental organizations.
  • Experience with ensuring research activities are completed in accordance with peer-reviewed study plans and meet appropriate quality, scientific merit and integrity, and are relevant to administration priorities.

Compensation

  • $103,106 to $134,038 per year.
