~ The New England Interstate Water Pollution Control Commission (NEIWPCC) serves as financial administrator and one of the program advisors to the NBEP, and the Program Director is a NEIWPCC employee as are all NBEP staff. ~

NEIWPCC, the NBEP’s host entity, serves as a forum for interstate communication and coordination on water-related pollution control efforts among all the New England States and New York State. In addition to the host organization, NBEP is overseen and directed by a bi-state Steering Committee with input and assistance from an Executive Committee and a Science Advisory Committee.

Position Overview

The New England Interstate Water Pollution Control Commission (NEIWPCC) and the New York State Department of Health (NYSDOH) Bureau of Water Supply Protection (BWSP) are seeking diplomatic and highly organized candidates for a Program Manager to conduct, or oversee the conduct of, investigations on matters such as source water assessment and protection, water storage, treatment and distribution, wastewater treatment and discharge, point-source and non-point source pollution, permitting, or other compliance and regulatory issues.

Job Summary

  • The incumbent will supervise central office and regional staff charged with developing source water protection plans, updating Source Water Assessment Plans (SWAPs), collecting environmental samples for analysis, and summarizing, evaluating, and presenting environmental information and data.
  • Will develop guidance and training for local municipalities, governmental and non-governmental agencies, and local health departments (LHDs) on source water protection strategies and implementation; and will provide support for BWSP and related programs by developing and implementing procedures to ensure compliance.

Qualifications

  • The successful candidate will have a master’s degree in environmental science, biology, chemistry, earth science, geology, hydrogeology, hydrology, environmental health, natural science, toxicology, or public health and must have knowledge and understanding of state and federal environmental regulations.
  • Knowledge of Safe Drinking Water Act and SWAP programs, as well as groundwater and surface water hydrology required.
  • Previous supervisory experience required.
  • Candidate must possess excellent communication skills, both verbal and written, and have demonstrated effective leadership and business management skills.
