Description

~ The dedicated staff of the Idaho Department of Lands function in 16 offices throughout the state. ~

We manage more than 2.4 million acres of state endowment trust land under a Constitutional mandate to maximize long term financial returns to a number of State institutions, mainly public schools. We also manage for the public's benefit Idaho's public trust lands, the lands beneath Idaho's navigable waterways including riverbeds and the beds and banks of Idaho's navigable lakes.

We provide regulatory oversight of forestry practices in the State and some regulation of Idaho's mining industry. We provide assistance to Idahoans through a number of forestry programs and provide fire protection and prevention on more than 6 million acres in Idaho. We operate under the management directives of the Land Board. The Idaho Department of Lands also houses the Oil and Gas Division, which serves as the administrative arm of the Idaho Oil and Gas Conservation Commission.

Vital to the smooth operation of the entire department — including the Land Board and the Oil and Gas Conservation Commission — are the dedicated people in the support services division of the IDL who perform technical services, information systems management, fiscal management, records management, and procurement functions from their offices in the department’s headquarters in Boise and Coeur d’Alene.

Position Overview

The Department of Lands is recruiting for a full-time Lands Program Manager - Urban and Community Forestry located in Coeur d'Alene, ID. Become part of an organization where you will work with dedicated people who are committed and skilled in managing and protecting Idaho’s natural resources.

Responsibilities

  • The Urban and Community Forestry Program Manager develops guidelines and standards for implementing and overseeing a statewide community forestry program;
  • Provides staff support to the statewide Idaho Lands Resource Coordinating Council;
  • Develops state program budgets and priorities;
  • Directs city program development to assure compliance with national requirements;
  • Sets priorities and authorizes funding to communities through administration of targeted grants; provides liaison with private and public forestry programs, and state and federal agencies;
  • Manages and supports a statewide community tree inventory program;
  • Creates and manages projects;
  • Develops and presents technical material relating to urban tree management techniques; and,
  • Additionally, this position oversees two contract community forestry field assistants.

Qualifications

Experience:

  • Analyzing land management program issues, making recommendations and writing reports;
  • Developing programs including establishing goals and strategic direction, budgeting and evaluating results;
  • Working with various groups, individuals and interests to develop understanding, acceptance and support for a program;
  • Interpreting and applying federal and state laws, rules and regulations in relation to land management or real estate transactions;
  • Using Geographic Information Systems (GIS);
  • Using Global Positioning Systems (GPS) and electronic data recording devices;
  • Reading legal descriptions, maps, and using a standard compass; and,
  • Negotiating contracts, lease terms, and agreements.

Good Knowledge of:

  • Urban and Community Forestry.

Desirable Qualifications:

  • Possession of Bachelor's degree or higher in Urban Forestry, Arboriculture, or related major;
  • Working knowledge of Geographic Information Systems (GIS);
  • Working knowledge of geospatial tree inventories and canopy assessments;
  • Strong writing skills;
  • Strong planning skills; and,
  • Experience working in or with State and Private Forestry state programs such as Urban and Community Forestry, Forest Stewardship, Forest Health, Forest Legacy, or Landscape Scale Restoration grant projects.

Compensation

  • Salary Range: $27.65 - $29.50 per hour; and,
