Thomas Karl, director of NOAA’s National Climate Data Center, told the AP, "Climate services is a new concept. In the past there wasn’t a recognition that the climate community could provide information which you could base decisions on."

He continued: "You get a weather forecast and people count on it because they take action on it, plans, emergency management. We want to do the same thing for climate services."
