We provide vital services for the nation: productive and sustainable fisheries, safe sources of seafood, the recovery and conservation of protected resources, and healthy ecosystems—all backed by sound science and an ecosystem-based approach to management.

U.S. fisheries are among the world’s largest and most sustainable. Seafood harvested from U.S. federally managed fisheries is inherently sustainable as a result of the U.S. fishery management process. Using the Magnuson-Stevens Act as the guide, NOAA Fisheries works in partnership with Regional Fishery Management Councils to assess and predict the status of fish stocks, set catch limits, ensure compliance with fisheries regulations, and reduce bycatch.

Position Overview

This is an interdisciplinary position located in the National Marine Fisheries Services (NMFS), West Coast Region (WCR) with one vacancy to be filled among the following locations: Seattle, WA; Portland, OR; Lacey, WA; Santa Rosa, CA; Long Beach, CA; or Sacramento, CA.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-4 is equivalent to the GS-13/14.

The full performance level of this position is ZP-4.

Responsibilities

As an Interdisciplinary Supervisory Natural Resource Management Specialist/Fish Biologist, you will perform the following duties:

  • Serve as Branch Chief with supervisory responsibilities such as supervise fulltime equivalents (FTEs), certify Time and Attendance, meet requirements for Commerce Alternative Performance System (CAPS), and develop employee performance plans.
  • Provide guidance and maintain consistency with established policies and procedures and meet statutory obligations under the Endangered Species Act (ESA) section 4, 7, and 10, Marine Mammal Protection Act (MMPA), National Environmental Policy Act (NEPA), Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA) and other relevant regulations by assigning, tracking, and reviewing work.
  • Provide oversight of species status assessments and listings, critical habitat, recovery planning and implementation, permitting, consultation and coordination with partners to support habitat conservation and species recovery.
  • Write concise documents such as briefs, biological opinions, NEPA documents, plans and technical correspondence that present scientific and technical information and data.
  • Manage research and analyze scientific information to evaluate the effects and impacts of various activities on threatened and endangered species and their habitat.

Travel Required:

  • Occasional travel - Up to 20% of domestic travel may be required.
