Position Overview

The Montgomery County Department of Parks seeks a Senior Natural Resource Specialist in the Resource Analysis Section of the Park Planning and Stewardship Division to help manage the stewardship of 457 miles of streams, 26,000 acres of forest and more than 500 lakes, ponds and stormwater management facilities and devices in the 36,500 acre park system.

The successful candidate will have extensive knowledge in one or more of the following fields; NPDES Permit compliance, aquatic ecology, biological monitoring, stream restoration, stormwater management practices, land use planning, and/or GIS. 

Responsibilities 

  • The Senior Natural Resource Specialist will be tasked with supporting the implementation of the six minimum control measures for the Department's NPDES Phase II (MS4) permit (Personnel Education and Outreach, Public Participation and Involvement, Illicit Discharge Detection and Elimination, Construction of Site Runoff Control, Post Construction Runoff Control, Pollution Prevention and Good Housekeeping) to ensure that the Department stays in compliance with the state and federal regulations.
  • This position will work closely with staff in the Park Planning and Stewardship Division and the other divisions of the Department of Parks, as well as other county and state agencies and a variety of consultants.
  • Specifically, they will organize intra-divisional NPDES meetings, coordinate writing the NPDES annual report, and keep updated on changes to the NPDES program/permit which could affect the Department.
  • This position will assist with the Illicit Discharge Detection and Elimination program and will also coordinate outreach and education talks, newsletters, and events for both internal and external audiences specifically to fulfill the Personnel Education and Outreach and the Public Participation and Involvement minimum control measures.
  • The Senior Natural Resource Specialist will also conduct environmental review of stream restoration and/or stormwater management projects on parkland as well as assist the Aquatic Resource Management Program with biological monitoring of benthic macroinvertebrates and fish. 

Minimum Qualifications 

  • Bachelor's Degree in natural resource management, environmental science, forestry, wildlife management, or related field; and
  • 3 years of progressively responsible experience; or
  • An equivalent combination of education and experience; and
  • Valid driver's license or the ability to acquire one. 
Desirable characteristics include:
 
  • Previous experience with an NPDES permit; The ability to read and understanding technical engineering drawings; experience in the collection and identification of Maryland freshwater fish, benthic macroinvertebrates, and/or herpetofauna; and knowledge of GIS.
  • The position requires a combination of field and office work, and includes exposure to inclement weather and outdoor hazards.
  • A successful candidate will be able to communicate effectively with both staff and the general public, provide technical expertise and program leadership across multiple disciplines, and develop a comprehensive understanding of Commission organization, policies, and procedures. 

Compensation: Salary is $51,704.00 - $88,476.00 annually.
