Position Overview

The County of San Mateo’s newly created Office of Sustainability seeks well qualified applicants for the position of Resource Conservation Specialist III. We are seeking a Resource Conservation Specialist III in the Waste Reduction Program who can empower our employees and our community members to embrace sustainability more fully and use resources more efficiently.

The Waste Reduction Program aims to promote resource conservation throughout San Mateo County through the 4Rs (Reduce, Reuse, Recycling, Rot/Compost). Our vision is of a sustainable future where little to no waste is sent to landfills in a cradle to cradle closed loop system. To this end, the Waste Reduction team works on a variety of programs and initiatives that increase public education and awareness, provides technical assistance, integrates resource conservation with local school curriculum, and fosters regional collaboration with agencies and organizations throughout the County.

Responsibilities

The Resource Conservation Specialist III (RCS) will be tasked with the following main responsibilities:

Lead and/or coordinate major initiatives and projects

  • Analysis of current revenue streams to identify potential additional sources of funding
  • Oversee and update the Countywide Integrated Waste Management Plan
  • Oversee and update the County's Environmental Purchasing Policy
  • Coordinate the Solid Waste outreach efforts

Provide general support to the Waste Reduction Program Manager

  • Assist with preparation of the Electronic Annual Report and other state mandated deliverables
  • Coordinate the development of the Annual Outreach Summary report to all cities and towns in the county
  • Assist with the preparation of the program contracts, budgets and associated performance measures
  • Coordinate the Countywide Recycling Committee meetings
  • Participate in the development of the strategic vision and goals of the waste reduction team

Provide technical oversight to selected programs and serve as a resource for the waste reduction team and Special District Manager and/or the Office of Sustainability for solid waste management programs and policies

  • Provide technical support to the County Franchised areas
  • Assist or conduct studies on future Waste Management programs
  • Coordinate with other programs within the Office of Sustainability on projects such as Climate Action Plans, outreach and education
  • Prepare and monitor grants or grant applications

Qualifications

The ideal candidate will possess the following qualifications:

  • A Master's degree in Environmental Science, Public Policy, Planning, Public Administration or a related field and 3 years of program coordination experience in the field of resource conservation/sustainability or a Bachelor's degree in Environmental Science, Public Policy, Planning or Public Administration, and/or a related field with at least 5 years of program management experience which includes: managing State or Federal grants, contracts and contract compliance, conducting complex studies, and managing outreach projects in the field of resource conservation/sustainability
  • Extensive knowledge of and experience in the solid waste field
  • Knowledge of waste reduction, resource conservation and general sustainability principles
  • Experience with marketing, outreach, communications and stakeholder engagement
  • Experience managing or leading diverse teams
  • Experience with project management and coordination as well as program development and implementation
  • Experience in developing project budgets
  • Experience in writing or monitoring grants
  • Familiarity and experience in working with public agencies
