~ Established in 1918, WSSC is currently among the largest water and wastewater utilities in the nation, with a network of nearly 5,600 miles of fresh water pipeline and over 5,600 miles of sewer pipeline. ~

Our service area spans nearly 1,000 square miles in Prince George’s and Montgomery counties, and we serve 1.8 million residents through approximately 460,000 customer accounts. WSSC drinking water has always met or exceeded federal standards.

Position Overview

Manages considerable environmental engineering analytical work with primary focus on issues regarding water and wastewater management, including review of pertinent laws and regulations, permit negotiation, design and operation of treatment facilities, assessment of drinking water distribution integrity, water quality issues, and emerging environmental concerns. Provides environmental assessment of treated effluent discharge, bio-solids disposal, odor control and air emissions, and various environmental projects and issues. Secondary focus on source water protection and management of hazardous waste contaminated sites.

Responsibilities

  • Participates in the formulation and implementation of long-range plans for various environmental programs such as enhancement of water and wastewater treatment facilities.
  • Prepares, negotiates and manages complex engineering consulting contracts; prepares task orders, scope of work, cost estimates, change orders and task amendments.
  • Creates and reviews environmental studies and investigations regarding source water protection, water supply, wastewater treatment, and contaminated sites.
  • Consults with various groups of the Commission and provides an effective level of internal and external coordination.
  • Advises the Unit Coordinator of environmental regulations and policies that impact the Commission.
  • Active participation in regional and national efforts concerning environmental issues.
  • Supports and works with scientists, engineers and other employees in the study and development of various environmental projects.

  • Serves as a project team member as required.
  • Performs other related duties as assigned.

Qualifications

Required Knowledge, Skills, And Abilities:

  • Comprehensive knowledge of the principles and practices of environmental engineering, specifically practices in the treatment of water, sanitary wastewater, biosolids/treatment residuals, air and odor emission, and assessment of environmental impacts.
  • In-depth knowledge of the provisions of federal and state acts and regulations regarding program areas such as those affiliated with the Safe Drinking Water Act, Clean Water Act, and Clean Air Act.
  • Ability to plan and oversee the work of professional engineers and scientists.
  • Ability to apply engineering and scientific knowledge to specific processes, planning and leading relevant research, as well as monitoring and conducting data analysis on process engineering and operational troubleshooting.
  • Ability to prepare and effectively present highly technical and complex engineering and scientific reports both verbally and in writing.
  • Ability to use sound professional engineering judgment.
  • Ability to work effectively with individuals within the Commission and with staff members of external agencies.

Minimum Education, Experience Requirements:

  • Bachelor’s degree in environmental, civil, mechanical or chemical engineering.
  • 5 years of experience/research in the practice of professional environmental engineering in the following areas: water supply and treatment, wastewater collection and treatment, biosolids treatment and disposal, and water resources protection.
  • Experience must include 2 years of planning and managing difficult senior engineering projects or planning/leading pertinent research.

Additional Requirements:

  • Possession of a valid driver’s license and ability to obtain a WSSC driver’s permit.
  • Holder of or the ability to obtain CPR, First Aid and Confined Space Entry certifications.
  • Completion of the Washington Suburban Sanitary Commission Financial Disclosure statement within 30 days of employment and annually thereafter.

Preferences:

  • M.S. or Ph.D. in environmental engineering.
  • Professional Engineer license in the State of Maryland.

Compensation: $74,399 to $113,574
