Description

~ The Department of Environmental Protection (DEP) is responsible for protecting and restoring Maine's natural resources and enforcing the state's environmental laws. ~

The agency can trace its roots back to the Sanitary Water Board that was created in 1941. The purpose of that Board was to study, investigate, recommend means of eliminating and preventing pollution in waters used for recreational purposes. The Board was renamed the Water Improvement Commission in 1951. In 1969, the Commission's title was abbreviated to the Environmental Improvement Commission.

On July 1, 1972, legislation re-designated the Commission as the Board of Environmental Protection and created a new Department of Environmental Protection, consisting of a commissioner and three program bureaus: Air Quality, Land Quality Control, and Water Quality Control. Over the years, the Department has continued to evolve to its current organization consisting of the the Commissioner's Office and four bureaus which administer the Department's environmental programs: Air Quality, Land Resources, Remediation and Waste Management and Water Quality.

The Board of Environmental Protection is a citizen's board of seven members nominated by the Governor and confirmed by the Legislature that performs major substantive rulemaking, makes decisions on select permit applications and appeals of Commissioner licensing and enforcement actions, and provides a forum for public participation in department decisions.

Mission:

Legislative mandate directs DEP to prevent, abate and control the pollution of the air, water and land. The charge is to preserve, improve and prevent diminution of the natural environment of the State. The Department is also directed to protect and enhance the public's right to use and enjoy the State's natural resources. The Department administers programs, educates and makes regulatory decisions that contribute to the achievement of this mission.

Position Overview

The Department of Environmental Protection, Bureau of Remediation and Waste Management, is seeking to fill an Oil & Hazardous Material Responder I vacancy in Bangor.

Position Number: 08330-1191

Responsibilities

  • This is a professional position that serves as a field response team member during the cleanup of oil, hazardous materials and weapons of mass destruction incidents.
  • Responsibilities include responding to, mitigation of and hiring and directing contractors in the cleanup of oil and chemical spills, keeping detailed notes, writing reports, operating watercraft and other response equipment, and maintenance and repair of field safety and response equipment.
  • The successful candidate must be able to work well in a team environment as well as possess excellent communication skills. Work is performed primarily in the Department’s Eastern Maine Region, but the position may be required to provide response support statewide, such as in the event of a major spill or release.
  • This position participates in a regional after hour on-call rotation and must live within 45 minutes of the Bangor office.
  • The work is physically demanding, must be performed under all environmental conditions, and may involve life-threatening situations.
  • Work is performed under limited supervision.

Qualifications

  • A Bachelors Degree in Environmental Science, Chemistry, Geology, or other physical science and one (1) year of experience in investigation, monitoring, or inspection work in an environmental science field.
  • A Bachelor Degree in an area other than a Science related field may be substituted if there are a minimum of 16 credit hours of science courses.
  • Directly related experience may be substituted for educational requirements on a year-for-year basis.

Conditions of Employment:

Employees in this class must:

  • Be able to pass the required physical examination.
  • Be able to wear a self-contained breathing apparatus and a personnel protective Level A suit.
  • Meet OSHA fit test requirements and pass a quantitative fit test.
  • Possess a valid Maine driver’s license. There is a nine-month probationary period.
