~ On America's first official "Earth Day" — April 22, 1970, the New Jersey Department of Environmental Protection was born. New Jersey became the third state in the country to consolidate its past programs into a unified major agency to administer aggressive environmental protection and conservation efforts. ~

Since that day, NJDEP began a role to manage natural resources and solve pollution problems. In what started with about 1,400 employees in five divisions, NJDEP now has a staff of approximately 2,900 and is a leader in the country for its pollution prevention efforts and innovative environmental management strategies.

 

Responsibilities

  • Directs the operation of the Marine Fisheries Administration including personnel, budgeting and physical resources to ensure efficient operations, which includes both the marine fisheries and shellfisheries management programs.
  • Represents the division at various inter and intra state meetings, including the New Jersey Marine Fisheries Council and Shellfisheries Councils, the Atlantic States Marine Fisheries Commission and the Mid-Atlantic Fishery Management Council and other state, interstate and national councils.
  • Oversees the planning, development and implementation of programs designed to benefit the marine fisheries resources predominantly in the territorial waters of New Jersey, directs the implementation of fisheries management measures through the promulgation of regulations to manage the marine fisheries resources, directs the research and monitoring programs of the Administration to ensure that activities conducted provide the necessary information for the sound management of the marine and shellfish resources.
  • Ensures these activities meet all ASMFC management plan mandates, complies with and meets the objectives of all federal or State dedicated funding requirements.

Qualifications

Preferred Skill Set:

  • Preference will be given to candidates with experience in personnel management, organizational planning and development;
  • Experience in developing and implementing programs designed to enhance sustainable utilization of marine resources and has the ability to develop and implement regulations designed to properly manage marine resources and maintain compliance with appropriate fishery management plans;
  • Experience with management of fisheries budgets including state appropriations and the federal grant system;
  • Familiarity with Federal and State legislation, interstate rules and regulations, and sustainable management of marine resources; Familiarity with the methods used to plan and administer marine resource programs at both the state and interstate levels;
  • Familiarity and knowledge of commercial and recreational fisheries and shellfisheries in New Jersey and other coastal states, and the economic value of their industries;
  • Knowledge of New Jersey’s historical recreational fisheries management and resource utilization by the general public;
  • Ability to foster and maintain cooperative working relationships with stakeholders and interested constituents in both state and federal government and non-governmental organizations involved in marine resource management.

Requirements:

  • Education: Graduation from an accredited college or university with a Bachelor's degree. Note: Applicants who do not possess the. Bachelor's degree may substitute additional experience on a year for year basis. Note: All college degrees (both U.S. and non-U.S.) and/or transcripts from a college or university must already be evaluated for accreditation by the closing date of the posting. Failure to comply will this requirement may result in ineligibility.
  • Experience: 7 years of experience in a relevant field appropriate to the position four (4) year(s) of which shall have been in program management. NOTE: A Master's degree in a discipline appropriate to the position may be substituted for one (1) year of the non-managerial experience as indicated. NOTE: A Doctorate degree in a discipline appropriate to the position may be substituted for three (3) years of the non-managerial experience as indicated. (This inclusive of the Master's degree and not in addition to.)

Additional Requirements and Information

  • License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
  • Residency: All persons newly hired on or after September 1, 2011 have one year from the date of employment to establish, and then maintain principal residence in the State of New Jersey subject to the provisions of N.J.S.A. 52:14-7 (L.2011, Chapter 70), also known as the “New Jersey First Act”.
  • Authorization to Work: Selected candidates must be authorized to work in the United States according to the Department of Homeland Security, United States Citizenship and Immigration Services Regulations. Note: The State of New Jersey does not provide sponsorships for citizenships to the United States.
