Description

~ The Department of Land and Natural Resources, headed by an executive Board of Land and Natural Resources, is responsible for managing, administering, and exercising control over public lands, water resources, ocean waters, navigable streams, coastal areas (except commercial harbors), minerals, and all interests therein. ~

The department's jurisdiction encompasses nearly 1.3 million acres of State lands, beaches, and coastal waters as well as 750 miles of coastline (the fourth longest in the country). It includes state parks; historical sites; forests and forest reserves; aquatic life and its sanctuaries; public fishing areas; boating, ocean recreation, and coastal programs; wildlife and its sanctuaries; game management areas; public hunting areas; and natural area reserves.

Position Overview

The Hawaii Department of Land and Natural Resources is currently seeking a Forester IV.

Responsibilities

  • Recommends, develops, and implements work plans for the development and management of forest resources;
  • Conducts studies of forest boundaries, trails and roads;
  • Prepares annotated maps;
  • Analyzes and evaluates conditions, characteristics, values and relationships of forest resources and prepares environmental assessment reports and recommendations;
  • Works with various government and private organizations to coordinate and organize forest program activities and projects;
  • Provides technical advice to public and private landowners and promotes sound conservation practices;
  • Coordinates, manages and monitors grant funds for forestry projects;
  • Conducts studies and surveys to assess forest resources;
  • Considers social, economic and environmental issues, and makes appropriate recommendations; prepares and presents reports;
  • Organizes fire control forces and directs them in fire control activities; and
  • Coordinates and conducts fire suppression, training and public information activities with various agencies; and performs other related duties as assigned.

Qualifications

To qualify, you must meet all of the following requirements:

Education:

  • A bachelor's degree from an accredited four-year college or university with a major in forestry or a closely related field which must have included 24 semester hours in at least four of the following areas:
  1. Forest management, e.g., mensuration, forest regulation, forest management;
  2. Forest protection, e.g., fire protection, forest pathology, forest entomology;
  3. Forest economics, e.g., forest finance, forest evaluation, forest economies, products and preparation and use of wood;
  4. Silviculture, e.g., forest soils, forest ecology, dendrology, silvics, and silviculture; and
  5. Related studies, e.g., forest engineering, forest recreation, range management, watershed management, and wood technology.

Forestry Experience:

  • 2 years of progressively responsible professional forestry work experience involving one or a combination of any of the following:
  1. Management of forest resources (timber, water, forage, wildlife, public recreation, soils, minerals, land) to meet present and future public needs;
  2. Development, production, conservation, and utilization of natural resources of forests; and
  3. Protection of forest resources against fire, insects, diseases, floods, erosions and other depredations.

Substitition Allowed:

  • Relevant substitutions as described in the Minimum Qualification Requirements will apply.

Supervisory Aptitude:

Some Forester IV positions may require supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involved some supervisory responsibilities or aspects by:

  • Serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory and administrative capabilities exist;
  • Completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by
  • Favorable appraisals by a supervisor indicating the possession of supervisory potential.

License:

  • Some positions require possession of a valid driver's license;
  • For these positions, applicants must possess a valid driver's license at the time of appointment; and
  • The immediate vacancy has this requirement.

Lifting and Carrying:

  • Some positions require the ability to lift and carry objects of various weights with or without reasonable accommodation.
