Description

~ The New England Interstate Water Pollution Control Commission (NEIWPCC) serves as a forum for interstate communication and coordination on water related pollution control efforts among all the New England States and New York State. ~

Position Overview

NEIWPCC is seeking an Environmental Analyst to manage activities related to Non-Point Source Pollution both at a regional and national level, including workgroups and a national and regional conference. Will manage regional programs addressing Source Water Protection and Emerging Contaminants. Provide oversight and supervision to drinking water staff in Maine and Massachusetts.

Duties & Responsibilities

Assist the Director of Water Resource Protection Programs and other staff on a variety of projects related to Non-Point Source Pollution both on a regional and national level, and Source Water Protection and Emerging Contaminants on a regional level. Activities related to youth programs may also be included:

  • Facilitate periodic workgroup meetings of appropriate state and federal staff associated with the technical areas of responsibility described above.
  • Incumbent is responsible for tracking both technical and management aspects of priority issues for the workgroup; acts as clearinghouse for information and distributes periodic informational mailings to the workgroup; organize regional topic-specific meetings; and other tasks as assigned. Develops agenda, arranges for guest speakers when necessary, and develops meetings notes for circulation.
  • Work to strengthen and grow the program areas on the behalf of NEIWPCC and the Northeast states: incudes working with the workgroups to organize Water Science Forums, if applicable.
  • Identify priority areas within the workgroups. Gather information, research, and publish information as needed in these priority areas.
  • Assist in tracking and processing contracts and invoices for NEIWPCC’s Lake Champlain Basin Program.
  • Assist Quality Assurance Program Manager with review of Quality Assurance Project Plans as needed.
  • Provide support for projects related to technical areas of responsibility.
  • Review state comments and coordinate regional comments on policies, regulations, reports, etc., as requested by the NEIWPCC workgroups.
  • Provide regional guidance relative to tracking activities and regulation implementation related to each technical area of responsibility. Update workgroup participants on legislative initiatives and developments that could affect New England state programs.
  • Remain abreast of all current and regulatory and programmatic issues related to NPS.
  • Prepare policy position papers, as needed.
  • Coordinate and prepare work group updates for Commission & Executive Committee meetings.
  • Assist in preparation of quarterly progress reports to EPA.
  • Organize short courses, seminars and technical forums, etc., as necessary, including hotel arrangements, agenda development, speaker invitations, registration forms and mailings to attendees, registration.
  • Coordinate with NEIWPCC staff on crosscutting program issues.
  • Prepare articles or provide background materials for Interstate Water Report (IWR) articles.
  • Provide materials for preparation of the Annual Report.
  • Answer miscellaneous inquiries from state and federal agencies, consultants, and general public about water quality issues, technical publications, and NEI programs.
  • Maintain appropriate webpages on NEIWPCC website to ensure they are up-to-date and accurate.
  • Other duties as assigned.

As project officer for, or assistance on, other grants:

  • Provide oversight and supervision to staff in capacity as program manager of Massachusetts and Maine Drinking Water staff.
  • Assist New England states with water resource protection education and outreach projects that are a priority for the New England states and New York State.
  • Assist Director of Water Resource Protection to develop proposals, grant applications, amendments and reports, the annual work plans and budgets.
  • Prepare and administer contracts.
  • Review draft and final reports.
  • Process/approve vouchers (invoices) for payment.
  • Track specific budget elements and work plans’ special status reports.
  • Negotiate contracts and MOAs.
  • Other duties as assigned.

Qualifications

  • The successful candidate must have a bachelor’s degree in environmental science, natural science, public health, earth science, biology, chemistry, or related field.
  • Knowledge and experience with aspects of environmental policies and regulations required.
  • Conference or event planning management experience required. Experience and capability to work effectively with both scientists and engineers required.
  • Knowledge of budget preparation, grant writing, and contract management, as well as knowledge and understanding of federal environmental laws and regulations desired.
